Summary

This position is part of the National Archives and Records Administration, White House Liaison Division. The incumbent serves as the national coordinator for the development of system-wide education initiatives and outreach activities that aim to increase civic literacy and awareness of PW. Additionally, the incumbent performs a variety of other management and program analysis duties, participates in recurring and ad hoc studies of management and administrative activities of NARA.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Management and Program Analyst, you will:

  • Consult with and advise key external customers, museum and library staff on matters of overall policy and program administration.
  • Develop new ideas for products in conjunction with programs, conferences, and exhibits.
  • Represent NARA and the Presidential Libraries and serve the educational and museum communities by belonging to professional organizations and participating in national conferences.
  • Lead and conduct analyses of customer feedback.
  • Prepare statistical and narrative reports used by agency managers, OMB, and the Congress on holdings, work units, and program progress.

  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-12: You must have at least one year of experience at the GS-11 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Knowledge of laws, regulations, policies, and precedents for an organization's program such as education, outreach or public program initiatives.
  • Experience identifying issues, program goals or objectives, work processes, or administrative operations for an organization.
  • Communicating verbally and in writing, effectively guiding individuals and groups toward the accomplishment of tasks.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
