Duties

MAJOR DUTIES AND RESPONSIBILITIES:
The Community Health Nurse is responsible for providing health support services and address special needs issues in all programs, facilities, and activities. Conducts assessments, plans, coordinates, implements, and evaluates the overall health program for children ages infant to 18 years of age including those with special needs. Duties are performed in facilities to include: Child Development Centers (CDC), Family Child Care (FCC) homes, Youth Centers (YC) and School Age Care (SAC) programs.

Plans, coordinates, implements, and evaluates the overall health program. Administers medications and basic care items to participants according to prescribed procedures and CYP medical directives. Observes, identifies, and monitors acute and chronic health problems using interviews, records, and informal assessments. Makes informal referrals to medical staff and/or counsels parents to provide self-help measures as appropriate.

Identifies and implements prevention methods to control outbreaks of communicable diseases. Follows established procedures and reporting of communicable diseases. Maintains and analyzes data on instances of illness to determine trends and possible training needs. Notifies parents of outbreak of a communicable disease and provides advice on awareness of signs and symptoms of disease. Using directive health guidelines and established national standards, makes decisions on exclusion and readmission of participants who have or have had communicable illnesses.

Attends to the inclusion process and is a member of the Inclusion Action Team (IAT). Serves as primary liaison on health support services between CYP and the installation medical authority, Exceptional Family Member Program, community and environmental health representatives, school representatives, and healthcare providers to clarify roles and responsibilities when coordinating health/special needs support services. Serves as a resource/consultant to the Parent Advisory Board.

Communicates essential information with CYP professionals and FCC providers regarding health concerns of participants. Assists dietary staff and FCC providers in coordinating infant feeding plans and special diets for children with special dietary needs.

Coordinates, with CYP professionals and FCC providers, the administration of medications and basic care items, to participants, according to prescribed procedures and CYP medical directives. Observes and educates others to observe possible effects and side-effects. Liaisons with medical authorities on medications and administration for CYP.

Coordinates the administration of first aid for minor injuries. Administers, along with other trained staff and providers, Cardiopulmonary resuscitation (CPR) in the event of an emergency and directs other staff/providers in assistance. Oversees proper organization, maintenance, and sanitation of health and first aid supplies and equipment.

TRAINING:
Trains professionals and FCC providers on health care duties to include administration of medication to participants. Monitors the performance of staff/providers pertaining to health and well-being of children and youth in accordance with (IAW) Department of Defense (DoD), Department of Navy (DON), United States Marine Corps (USMC), and local policies and standards as they relate to assigned functions. Conducts individual and group conferences, classes, and demonstrations on application of proper health practices, proper care of children, and maintenance of a healthy environment. Provides parental support services, educational classes, and demonstrations on topics such as immunizations, communicable diseases, allergies, etc.

Provides and/or arranges for appropriate training and retraining in health related topics to include: American Red Cross CPR with emphasis on children and infants; American Red Cross first aid program; child abuse and neglect awareness; concepts and guidelines of CYP health programs.

EVALUATIONS:

Qualifications

MINIMUM QUALIFICATIONS: Maintains an active license as a professional nurse in a state, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; AND, an undergraduate nursing degree (Associate or Bachelor) or diploma from a professional nursing program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), at the time the program was completed; and at least two years of nursing experience (pediatric or public health preferred).

Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age.

OR

Graduate degree pertaining to nursing and one year of nursing experience (pediatric or public health preferred).

Must remain in good health and free from communicable disease as determined and notated, at employment in-processing and annually, by the installation medical authority.

Must complete all DoD training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any.

Professional skill and knowledge of health care management, program development, and established concepts, principles and practices to perform professional nursing assessments in a child development setting; develop educational activities that promote better health practices and evaluate conditions requiring medical. Experience in assessing the conditions and needs of participants, in providing nursing care, and in advising on health care needs with full consideration of mental, emotional, cultural, social, and physical factors. Knowledge of acute and chronic pediatric illnesses, handicapping conditions, and current trends in their treatment. Certification, knowledge, and skill to use and teach Basic Life Support (CPR) techniques.

Skill to assess and treat minor illnesses such as colds, cuts, contusions, and childhood diseases, etc. Skill to take and record medical histories, conduct physical assessments, communicate findings, and follow-up on care provided. Ability to counsel and teach individuals, families, and groups. Familiarity with DoD, Occupational Safety and Health Administration (OSHA), The Child and Adult Care Food Program (CACFP) and other federal and state regulations related to CYP.

Ability to complete required forms and report on variances IAW these regulations.

Knowledge of the military organizational mission and lifestyle that contribute to family stress, unique problem, and crisis situations. Familiarity with and skill to follow DoD Instructions, Secretary of the Navy Instructions, Marine Corps Orders, federal and state human services laws and procedures, etc.

Skill to develop and maintain contacts to establish effective relationships with military leaders, civilian employees, and managers, and professional points of contact in the related field to exchange information, coordinate services, discuss program concerns, develop solutions, and resolve client problems.

Assignments often require local travel. A current drivers' license is required and the ability to operate a motor vehicle.

Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
