Summary
The Primary purpose of this position is to serve as the Transportation Assistant for all Michael E. DeBakey VA Medical Center (MEDVAMC) employees. This position reports to the Chief Financial Officer. The incumbent acts as primary contact for employee transportation needs - assisting with their transportation needs. The incumbent provides Employee Travel support and assistance to all MEDVAMC employees - and others who may be visiting the facility on a cross-funded basis.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 03/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Process travel documents in Concur Solutions (CE) or other equivalent electronic travel booking system. Authorizes issuance of government travel and US Bank cards. Train and/or recommends guidance on questions related to travel. Provide broad - in-depth practical knowledge of federal travel regulations - accounting - or other financial management technical methods - techniques - precedent cases - and procedures to resolve difficult or sensitive problems. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical) Planning and directing programs that provide support services functions Administration and Management Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Duties
- Major duties include but are not limited to: Acts as the Employee Transportation Assistant - reviewing travel orders - authorizations - vouchers - budget submissions - and coordinating the Concur Travel Management Program
- Responsible for the management of the individually billed (IB) and centrally billed (CBA) travel accounts at Michael E
- DeBakey VAMC
- Travel related duties are all encompassing and require the incumbent to demonstrate excellent customer service skills - validate travel documentation/authorizations - prepare travel authorities through Concur - promotes/coordinates the issuance of US Bank Government Travel Cards - and establishes employee files in the FMS payment system
- Ensure appropriate purchase airline tickets - analyze travel itineraries/tickets - completes monthly audits of US Bank purchases - and assist in the clearance of FMS rejects
- Responsible for the reconciliation and analysis of the Transportation Management Center billing statements for accuracy
- Serves as the point of contact for resolving problems related to Temporary duty travel - incumbent provides cost estimates to assist managers in evaluating requests for travel
- Advises employees on conditions and requirements under which allowances are payable and provides information on ways to avoid excess cost or misuse of government funds
- Reviews employee's travel voucher - verifying that all expenses are authorized and documented with receipts as required
- Conducts preemployment interview travel - coordinates arrangements and informs interviewees of government travel regulations
- Coordinates with the Financial Service Center at Austin - TX (FSC) to prepare permanent Change of Station (PCS) travel orders/documents
