Summary

The Grants Management Specialist is in the Department of Veterans Affairs (VA) - Veterans Health Administration (VHA) - at the Birmingham VA Health Care System (BVAHCS) in the Research Service. The incumbent provides administrative support for the Associate Chief of Staff for Research (ACOS) and the Administrative Officer (AO) for Research at the BVAHCS.

Qualifications

To qualify for this position - you must meet the following requirements. Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal service that includes serving as a Grants Coordinator preparing - reviewing - and submission of each research proposal; assuring that all proposals are administratively and technically correct - including documentation to ensure the availability and approval of necessary resources - space - personnel - and equipment and budgetary requirements. This experience must be detailed in your resume to receive credit. OR Substitution of Education: Successfully completed a master's or equivalent degree or successful completion of two (2) full years (18 semester hours is usually the equivalent of one full year) of progressively higher-level graduate education from an accredited institution leading to such a degree or a LL.B. or J.D. if related. OR Combination of Education & Experience: Equivalent combinations of successfully completed graduate level education and specialized experience - as described above - which meet the total experience requirements for this grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Duties

  • ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include - but are limited to the following
  • The incumbent serves as the liaison between the Research and Development Program at the VA Medical Center - the Office of Grants and Contracts at the VA's University affiliate - the VA Non-Profit Research and Education Foundation - and other VA research affiliates as needed - providing day-to-day guidance and counsel to investigators - research - and administrative staff on grants administration and compliance issues
  • Pre- and Post- Award Grants Management 50 Percent The incumbent has primary responsibility for the preparation - review - and submission of each research proposal to VA Central Office (VACO) in Washington - DC
  • The incumbent assures that all proposals are administratively and technically correct - include documentation to ensure the availability and approval of necessary resources (space - personnel - and equipment) - the use of investigational drugs - the use of human and animal subjects - the use of biohazards - budgetary requirements - and the appropriateness of the requested funding level
  • ePROMISE/RAFT/VAIRRS Program Manager 25 Percent The incumbent oversees the ePROMISE program which is a software computer program designed by Central Office to manage all VA research projects regardless of funding source
  • The purpose of ePromise is to report committee review and approval - annual progress reporting and annual renewal of Human Studies and Animal Studies approval as required by Central Office
  • Conflict of Interest Program 25 Percent Participates actively in implementing Federal regulations on Conflict of Interest to ensure that potential financial conflicts of interest are reported - reviewed - and managed in accordance with government ethics rules and regulations and VA ethics policies
  • Works with the Office of General Counsel (OGC) for review of any reported/potential conflicts of interest by research investigators working on VA approved research projects
  • Work Schedule: Full Time - Monday through Friday - 8:00am - 4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not Approved Telework: This position may be authorized for telework

Salary : $62,344 - $81,052
