What are the responsibilities and job description for the Grants Management Specialist position at U.S. Department of State?
This position is located in the Bureau of Political Military Affairs (PM), The Office of Weapons Removal and Abatement (PM/WRA). PM/WRA is responsible for implementing and monitoring policy, programs and public engagement efforts that contribute to the preventionand mitigation of conflict, as well as post conflict social and economic recovery. The incumbent, as Grants Officer, is responsible for awarding and administering tens of millions of dollars in Conventional Weapons Destruction (CWD).
Qualifications:

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience managing the full life cycle of financial assistance awards and agreements in support of foreign assistance activities, programs, and efforts to prevent and mitigate conflict.
- Experience obligating foreign assistance funds to fulfill U.S. foreign policy goals through grants and cooperative agreements.
To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
There is no substitute of education for specialized experience for the GS-13 position.
Salary : $121,785
