This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Grants Management Specialist, you will manage all aspects of the functional area of financial assistance management, including award, solicitation, negotiations, cost and price analysis, award, administration, termination, and close-out for a variety of assistance agreements.Qualifications:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:
- Managing a portfolio of grants, cooperative agreements, or other financial assistance awards, including the full lifecycle from planning and solicitation through negotiation, award, and post-award administration.
- Conducting complex cost or price analysis and budget reviews for financial assistance proposals, and leading or significantly contributing to negotiations for multi-million dollar awards.
- Developing and implementing financial assistance strategies and procedures that address unique program requirements or overcome significant challenges, taking into account broader organizational objectives.
