Duties

  • Administers a variety of civilian human resources programs supporting the Defense Civilian Intelligence Personnel System (DCIPS) within the U.S. Army Intelligence and Security Command (INSCOM).
  • Provides human resources support using established policies, procedures, and guidance while assisting management and employees with civilian personnel matters.
  • Assists with planning, conducting, and completing studies and projects involving civilian human resources programs.
  • Participates in developing recommendations, guidance, and procedures to improve civilian human resources programs supporting the Defense Civilian Intelligence Personnel System (DCIPS).
  • Researches regulations, policies, and guidance to identify appropriate solutions for civilian human resources issues.
  • Evaluates information and provides recommendations to senior Human Resources Specialists regarding program administration or policy implementation.
  • Coordinates with management and internal and external organizations to accomplish civilian human resources program objectives.
  • Supports the administration of civilian human resources programs by applying organizational policies, regulatory guidance, and Defense Civilian Intelligence Personnel System (DCIPS) program requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) Travel may be required 25% or less of the time.
  • Two year trial/probationary period may be required.

Qualifications

THE ORGANIZATION IS HIRING FOR ONE POSITION AT THIS LOCATION. THE POSITION WILL BE HIRED AT THE GG-09 LEVEL WITH A FULL PERFORMANCE LEVEL (FPL) OF GG-13.

Department of Army employees who are fully qualified for this position and are already at the full performance level are ineligible.

The incumbent may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Recommendation for promotion by supervisor. (4) Satisfactory completion of all required training. (5) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.

To Qualify Based On Your Experience, Your Resume Must Describe At Least One Year Of Experience Which Prepared You To Do The Work In This Job. Specialized Experience Is Defined As

  • Experience interpreting civilian human resources policies, procedures, or regulations to process or support personnel actions. AND
  • Experience planning or evaluating human resources projects, assignments, or processes. AND
  • Experience identifying and resolving human resources problems by researching and applying laws, regulations, or established guidance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).

OR

A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such as Business Administration or Human Resources Management. (NOTE: Transcripts must be submitted with application).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (18 semester hours) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: Transcripts must be submitted with application).
