Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:

- Leading the design and implementation of Department-wide hiring frameworks that integrate workforce planning, budgeting, and mission priorities.
- Driving enterprise transformation in hiring practices across HHS through strategic planning, performance management, and continuous process improvement.
- Directing cross-functional coordination with Operating Divisional leadership and HR organizations to ensure hiring plans are executable, measurable, and aligned to enterprise goals.
- Leading enterprise outreach efforts, strategic partnerships, and targeted sourcing initiatives for mission-critical and hard-to-fill occupations.
- Advising senior leadership on program performance, risks, and strategic enhancements, ensuring compliance with merit system principles, OPM regulations, and Delegated Examining requirements.
