This position is responsible for the administration, leadership, and management of the Tyler Junior College Law Enforcement Academy, including the creation of academy courses/programs to meet the training needs of area law enforcement agencies.

Primary Responsibilities

  • Provide overall leadership for the law enforcement academy.
  • Serve as liaison between Tyler Junior College and the East Texas law enforcement agencies.
  • Perform all duties required of a managing director.
  • Recruit students for the law enforcement academy.
  • Acquire supplies and equipment appropriate for the academy.
  • Recruit appropriate instructors for academy courses.
  • Teach law enforcement, in-service, and basic peace officer courses.
  • Coordinate in-service training.
  • Assist in the development of course curricula and instructional materials.
  • Secure appropriate textbooks and other instructional resources.
  • Promote the development and scheduling of continuing education courses.
  • Teach concurrent credit criminal justice courses as needed at the West Campus.
  • Travel to promote the law enforcement academy.
  • Perform other duties as assigned by the dean or department chair.

COMPETENCIES

Knowledge, Skills, And Abilities

  • Knowledge of rules issued by TCOLE as it relates to training requirements of Texas law enforcement officers.
  • Knowledge of the rules issued by TCOLE as it relates to training providers.
  • Ability to communicate, form working relationships, and coordinate training needed by area Law Enforcement agency administrators.
  • Experience in public speaking, teaching, and presentations.
  • Evidence of strong organizational skills and oral and written communication skills.
  • Ability to meet goals and work effectively with other staff personnel.

Work Environment: Work may be required outside of normal business hours

  • Working conditions involve exposure to variable weather conditions and working some nontraditional hours.
  • Work involves a degree of hazard.
  • Ability to work in a standard office, classroom, and firearm range.

Physical Demands: Sitting, standing, walking, kneeling, crouching, stooping, squatting, and lifting up to 50 lbs.

Travel Required: Yes - Minimal

If travel is required, the candidate must have and maintain a current, valid Texas driver’s license and an acceptable driving record.

Required Education

TCOLE instructor license and knowledgeable of the duties of a training coordinator as required by TCOLE.

Required Experience

  • Five years’ experience dealing with scheduling and/or conducting training of law enforcement personnel.
  • At least one year of employment in administration with a law enforcement agency or public service-related business.

Master’s Peace Officer certificate

Additional Job-Specific Requirements

Requirements for the position supersede degree requirements.

  • A training coordinator must hold a valid instructor license or certificate and must be a full-time paid employee of that training provider.
    • The training coordinator must:
  • Ensure compliance with commission rules and guidelines.
  • Prepare, maintain, and submit the following reports within the time frame specified:
    • Reports of Training
      • Basic licensing course shall be submitted prior to students attempting a licensing exam.
      • Within 30 days of completion of the continuing education course.
    • Self-assessment reports as required by the commission.
    • A copy of advisory board minutes during an on-site evaluation.
    • Training calendars-schedules must be available for review and posted on the internet or another public venue, no later than 30 days before the beginning of each calendar quarter or academic semester. A continually updated and posted (live) calendar will meet this requirement.
    • Any other reports or records as requested by the commission.
  • Be responsible for the administration and conduct of each course, including those conducted at ancillary sites, and specifically:
  • Appointing and supervising qualified instructors.
  • Maintaining course schedules and training files. At a minimum, training files shall contain:
    • Complete lesson plan.
    • Clear learning objectives.
    • Instructor biography indicating subject matter expertise and teaching experience.
    • Approved class roster and original sign-in sheet.
    • Course evaluation.
  • Enforcing all admission, attendance, retention, and other standards set by the commission and approved by the advisory board.
  • Securing and maintaining all facilities necessary to meet the inspection standards of this section.
  • Controlling the discipline and demeanor of each student and instructor during class.
  • Distributing a current version of the Texas Occupations Code, Chapter 1701, and commission rules to all students at the time of admission to any course that may result in the issuance of a license.
  • Distributing learning objectives to all students at the beginning of each course.
  • Ensuring that all learning objectives are taught and evaluated.
  • Proctoring or supervising all examinations to ensure fair, honest results.
  • Maintaining training files, records of tests, and other evaluation instruments for a period of five years.
  • Receive all commission notices on behalf of the training provider and forward each notice to the appointing authority.
  • Attend or have a designee attend each academy coordinator’s workshop conducted by the commission. No person may serve as a representative for more than one provider per conference. Each representative must be affiliated with the training provider.
