Description
- This management position is responsible to plan, organize, develop, monitor, and supervise the administrative division of the Transportation Department. The positions assigned to this classification report to the Chief Officer, or to their designee, which may include the Deputy Officer, depending on departmental structure and operational needs. This position works in close coordination with the department's Mobility Planning, Operations, and Fleet Services Facility Services divisions and may lead or support interdepartmental initiatives and cross-functional project teams. The position is responsible for working closely with the Finance and Human Resources departments to coordinate and ensure compliance with grant administration, project administration, budget preparation, accounting, purchasing, payroll, revenue accounting and human resources for the Transportation Department; to supervise professional and clerical staff; and to perform related work as required. Responsibilities include the supervision of professional, technical, paraprofessional, and clerical staff.

- Functions as a member of the department head's management team in discussing and reviewing overall departmental problems, priorities, and methods for addressing these problems.
- Supports the Chief Transportation Officer in developing department-wide goals, monitoring performance, and advancing strategic initiatives and programs.
- Develops and recommends approval of objectives, policies, and programs in department operation, financial, data processing, budget administration, grants, public relations, and personnel services areas.
- Manages transportation administrative operations which includes grants management, project administration, budget preparation and control, accounting, financial analysis, purchasing, payroll and timekeeping, revenue accounting and human resources.
- Leads and participates in legislative analysis activities performed by the department.
- Develops positions relative to legislation with a potential for major impact on departmental operations.
- Keeps abreast of federal, state, and local legislative changes that may affect transportation agency, and inform the management of changes and recommends actions as appropriate.
- Leads or supports internal process improvement efforts and data-informed decision-making across the department, including development and maintenance of key performance indicators (KPIs).
- Supports the Chief Transportation Officer in the development and implementation of comprehensive grant funding strategies to support the delivery of the department's vision and operations and ensure the long-term financial sustainability of the department.
- Assists the Chief Transportation Officer in monitoring and responding to regional and state transportation funding priorities by aligning the department's grant strategy with emerging opportunities and coordinating with external funding partners as appropriate.
- Develops short and long-range program plans for the department to meet objectives established by the Chief Transportation Officer.
- Plans, organizes and coordinates preparation of budgets. Evaluates the annual budget request against goals established for the divisions and revenue projections.
- Recommends changes in division requests to the department head.
- Leads department projects and initiatives.
- Oversees or supports implementation of digital tools and enterprise systems related to timekeeping, procurement, reporting, and grants management to improve efficiency and transparency.
- Thoroughly analyzes fiscal impact for programs and issues, requirements and requests for services.
- Collects data sufficient to support conclusions and recommendations. As appropriate, informs other client employees of the findings that affect the operation of another department.
- Conducts analysis consistent with established deadlines.
- Keeps the Chief Transportation Officer informed of problems and issues within the department and within overall client operations of which their department head may not be aware.
- Makes effective verbal presentations and written reports for the client, boards and commissions, staff, intergovernmental and citizen groups.
- Develops and presents ideas and issues in a convincing verbal and written manner.
- Develops and maintains effective working relationships with members of the client staff, intergovernmental and citizen groups, and departmental staff.
- Maintains effective and continuing rapport with other governmental units.
- Effectively represents on issues of importance to the client
- Effectively represents the department in interdepartmental working groups, task forces, and citywide initiatives as designated by the Chief Transportation Officer.
- Works with the Chief Transportation Officer to assess and address organizational needs related to staffing, recruitment, retention, and training; assists in developing and implements strategies to strengthen workforce capacity and support long-term staffing stability.
- Develops a five-to-ten-year cash flow for the transportation operating and capital budgets to ensure adequate resources are available to operate the transportation department and transit system .
- Identifies federal, state and local funding resources for transportation projects and oversees the preparation and submission of grant applications, subsidy claims, tracking and drawdown of funds .
- Develops, writes, administers, and monitors applications for grant-funding opportunities to derive additional sources of income from local, state, and federal agencies or from private/philanthropic resources in support of client programs or projects.
- Oversees the development and administration of external and internal transportation reporting, including but not limited to National Transit Database (NTD) reports, Disadvantaged Business Enterprise (DBE), EEO, Title VI, federal and state triennial reviews, Public Utilities Commission (PUC) reports, quarterly reporting and monthly management reports.
- Ensures compliance with local, state and federal requirements, programs and contract provisions .
- Interprets, explains, applies, and ensures compliance with stipulations, guidelines, and requirements of granting agents and with all applicable laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations .
- Prepares or completes various forms, reports, correspondence, grant proposals, grant letters, grant applications, budget documents, audit documents, policies, procedures, or other documents.
- Selects, trains, supervises and evaluates subordinate employees
- Performs related duties as required to meet the needs of the department.

License and Certificates

Training and Experience
- A Bachelor's Degree from an accredited college or university in business administration, public administration, finance, transportation management, urban planning, or related field.
- Master's Degree is highly desirable.
- At least five years of progressively responsible professional experience in public transportation administration, including financial management, budgeting, grant administration, procurement, capital projects, compliance reporting, governmental relations, funding allocation, business services, and supervision of professional staff.
- Experience must demonstrate a strong understanding of the administrative, regulatory, and financial functions that support and sustain effective transit agency operations.
- Experience working with federal, state, or regional transportation funding programs is strongly preferred.
Physical Requirements and Working Conditions
- Require vision (which may be corrected) to read small print.
- Require mobility of arms to reach and dexterity of hands to grasp and manipulate small objects. Lower body mobility may not be required.
- Perform work which is primarily sedentary
- Is subject to office environmental conditions.
- May be required to work at a video display terminal for prolonged periods.
