Position Title
Director of Public Safety

Job Responsibilities
The Truman State University Director of Public Safety has responsibility for planning, organizing, and directing the operations of the University Public Safety Department. This department includes University Police, State Fleet Vehicles, and Parking Services. It focuses on crime prevention activities, campus patrols, community policing, criminal investigations, crime prevention education, parking enforcement, and campus safety. Clery reporting and Emergency Procedures are also under this office. The department has 9 commissioned officers and 5 support personnel as well as student employees.
  • Supervises departmental operations and directs departmental planning necessary to provide comprehensive law enforcement and public safety services.
  • Engages in recruitment of a diverse police department, oversees ongoing staff development and training, as well as staffing, hiring, disciplinary action, evaluation, and promotion.
  • Promotes an interactive, positive relationship between the University Police Department and other departments or offices of the University, students, parents, faculty and staff with the goal of building trust and strong working relationships between the department and the community.
  • Serves as a member of the university Students of Concern Committee.
  • Develops and reviews department policy ensuring compliance with state and national accreditation standards and best practices.
  • Develops and sets measurable goals for proactive community engagement.
  • Analyzes crime trends and incident reports; develops program utilizations of personnel to offset the trends; maintains department crime statistics, including the compiling and filing of the annual security and fire safety report to the Department of Education (Clery Act).
  • Oversee security concerns of university buildings and property, including security technology and routine security inspections on campus.
  • Collaborates with other university leaders to develop policies and procedures for and to carry out effective, unified responses to emergencies, planned and unplanned events and community needs; issues crime and emergency alerts as appropriate; acts as responsible authority for the department in emergency response situations; and participates in supporting university-wide emergency response efforts.
  • Develops campus outreach, education, and prevention programs related to public safety. Advises campus administrators of legal and liability issues related to campus safety.
  • Develop and administer departmental budget in support of fiscal initiatives.
  • Serves as liaison with local, state, and federal law enforcement as well as local fire department and emergency management agencies (MEMA and FEMA).
  • Responsible for reporting to the Title IX Coordinator knowledge or receipt of reports of discrimination, discriminatory harassment, and retaliation from students or other members of the university community.
  • Designated as Campus Security Authority under the Clery Act.
  • Accountable for ensuring that equal opportunity, inclusion, and equity are integrally tied to all actions and decisions in areas of responsibility.
  • Other duties as assigned.

Required Qualifications
  • Bachelor’s degree in criminal justice, social science, or related field from an accredited institution of higher education.
  • Minimum of five years of law enforcement experience with the ability to be certified and commissioned as a peace officer in the State of Missouri.
  • Satisfactorily pass a background check, physical, computer voice stress analysis, drug screening, and psychological evaluation.
  • Eyesight must be 20/100 uncorrected or 20/25 corrected.
  • Thorough knowledge of public safety concepts, management practices, and pertinent state and federal laws.

Preferred Qualifications
  • Experience in higher education public safety operations.
  • Demonstrated experience dealing with campus law enforcement issues and cooperation with external agencies.

Salary
The starting salary for this position ranges $65,000-90,000 annually commensurate with qualifications and experience.
