Position Summary
The Assistant Manager of Public Purchasing supports the Trinity River Authority of Texas (TRA) by overseeing procurement operations that ensure transparency, accountability, and best value for the Authority. The position assists in managing centralized purchasing functions for goods, services, construction, and engineering consulting contracts necessary to operate TRA water, wastewater, and infrastructure systems. The Assistant Manager helps ensure that all purchasing actions align with the Texas Water Code, Texas Government Code, Texas Administrative Code, and TRA procurement policies.
Essential Duties And Responsibilities
Regularly has full personnel management responsibilities, including approving time, selection, discipline, grievances, and formal performance evaluations for a position’s direct and indirect reports.
FINANCIAL RESPONSIBILITY
This position has significant financial responsibilities, frequently making recommendations for expenditures where bid procedures have been adhered to that would require General Manager or Board of Directors approval.
Qualifications
EDUCATION
Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, Engineering, or a related field.
Experience
Three (3) years of public-sector procurement experience, preferably with utilities, water authorities, or municipal organizations.
CERTIFICATES, LICENSES, REGISTRATIONS
CTCD, CTCM, CTP, CPPB, or CPPO certifications preferred.
KNOWLEDGE
Knowledge of Texas procurement law and requirements for engineering and construction procurements.
Experience supporting capital projects, utility operations, or technical procurement environments.
Experience with water/wastewater operations or infrastructure procurement.
Experience with TRA procurement procedures or Texas water authority contracting practices.
Experience with Maximo and Lawson operating systems.
Skills And Abilities
Strong written and verbal communication skills.
GUIDANCE RECEIVED
Follows general supervisory instructions, as well as policies and precedents open to judgment in some areas and more specific guidelines, policies, and procedures in others. Based on knowledge of policies, precedents, and procedures, may regularly assist others with standard work methods and problems.
WORKING CONDITIONS
Duties are carried out in an office environment requiring exposure to computer screens and occasional warehouse atmosphere.

- Assist with managing daily procurement operations for TRA facilities, capital projects, plant operations, and administrative needs.
- Ensure compliance with statutes governing water authority procurement, including construction and engineering procurement requirements.
- Prepare, review, and approve solicitations, including RFBs, RFPs, RFQs, construction bids, and professional engineering services selections.
- Coordinate closely with TRA engineering, plant operations, and project management teams to align procurement strategies with operational needs.
- Provide leadership, training, and guidance to TRA purchasing staff.
- Ensure procurement documentation meets audit and regulatory standards and supports transparency.
- Assist with HUB (Historically Underutilized Business) tracking and management.
- Facilitate vendor communications, pre-bid meetings, evaluations, and negotiation activities.
- Support improvements to TRA procurement procedures, templates, and systems.
