Position Summary
This position is responsible for the development, implementation, and maintenance of an all-encompassing technical training program. This program is specifically tailored to cater to the dynamic needs of water and wastewater operations staff. Its primary aims are to impart essential technical knowledge and foster an environment that nurtures individual growth, skills development, and the readiness necessary for career advancement and internal promotion within the Authority. This position reports to the Manager, Talent Development.
Essential Duties And Responsibilities
Regularly leads the work of others. No direct reports.
FINANCIAL RESPONSIBILITY
No significant financial responsibilities.
Qualifications
EDUCATION
Bachelor’s degree or an equivalent combination of relevant experience, training or education.
Experience
Three years experience in the development and execution of technical training programs preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas Driver’s license. Class B Wastewater license required.
Approved trainer by TCEQ or ability to attain instructor qualifications within one year of the date of hire. Certified to teach Hazwoper and Confined Space or ability to obtain within one year of hire date.
KNOWLEDGE
Follows and chooses from a range of established procedures, work methods and direct instructions. Has some flexibility about the sequence of work. Issues outside of specific instructions and procedures are referred to supervisor or more senior position.
PHYSICAL DEMANDS
Requires moderate physical exertion with lifting requirements up to 10 pounds
WORKING CONDITIONS
Duties mostly carried out in an office environment. May require travel to various Authority locations throughout the state of Texas.

Position Summary

Essential Duties And Responsibilities
- Collaborate with Operations to assess training needs and create detailed training plans to align with TRA’s goals and objectives.
- Deliver training that ensures compliance with TCEQ requirements.
- Assess the technical development of Operations staff; develop and implement training programs to fill knowledge, skills, and ability gaps.
- Coordinate and schedule activities in support of technical training programs to include instructor-led training, standard operating procedures, and eLearning in support of water and wastewater operations.
- Maintain accurate records and documentation of training activities, certifications, and staff progress.
- Conduct regular reviews and revisions of training content to ensure it meets industry standards, regulatory requirements, TRA policies, and talent development practices.
- Create channels to facilitate the exchange of best practices among facilities, departments, and other utilities.
- Evaluate the effectiveness of training programs through assessments and feedback.
- Identify and provide training opportunities to other utilities and the cities we serve.
- Assist with the coordination and training for apprenticeship programs, formal internships, and externships.
- Other related duties as assigned.

- Familiar with adult training methods.
- Knowledge of Learning Management Systems preferred.
- Strong communication and presentation skills to effectively convey technical information.
- Basic proficiency in preparing technical reports
- Proficient in maintaining accurate training records.
- Must be proficient in the development of standard operating procedures.
