Senior IT Project Manager – Data Warehouse Cloud Migration (Oracle to GCP)

Position Overview
We are seeking an experienced Senior IT Project Manager to lead and oversee large-scale enterprise technology initiatives with a primary focus on the migration of an on-premises Oracle Data Warehouse to Google Cloud Platform (GCP). This role will be responsible for managing project scope, schedules, resources, budgets, risks, and stakeholder communications while ensuring successful project delivery across multiple business units and technical teams.
The ideal candidate will possess extensive experience managing complex IT transformation programs, cloud migration projects, and data modernization initiatives. The Project Manager will collaborate closely with executive leadership, business stakeholders, architects, developers, and vendor partners to drive project success using Agile, Waterfall, and Hybrid delivery methodologies.
Key Responsibilities
- Lead end-to-end project management for enterprise-wide data warehouse modernization and cloud migration initiatives.
- Manage the migration of on-premises Oracle Data Warehouse environments to Google Cloud Platform (GCP).
- Develop, maintain, and execute comprehensive project plans, schedules, budgets, and resource allocations.
- Coordinate activities across multiple business units, vendors, technical teams, and stakeholders.
- Define project objectives, deliverables, success criteria, roles, responsibilities, and approval processes.
- Monitor project progress, risks, dependencies, issues, and mitigation strategies through detailed risk registers and status reporting.
- Facilitate communication between business and technical teams, translating complex technical concepts into business-friendly language.
- Drive project governance activities, including status meetings, executive reporting, and stakeholder engagement.
- Ensure adherence to SDLC standards, project management methodologies, and organizational governance practices.
Required Qualifications
- Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field.
- 10 years of experience managing complex IT projects or portfolios involving multiple stakeholders, business units, and geographic locations.
- 10 years of experience coordinating enterprise technology initiatives and large-scale software implementation projects.
- Strong understanding of Software Development Life Cycle (SDLC), project governance, and enterprise IT delivery practices.
- Demonstrated experience supporting senior leadership and driving projects from initiation through implementation.
- Experience organizing and managing highly technical and complex project information.
- Proven ability to communicate effectively with executive leadership, technical teams, vendors, and business stakeholders.
- Strong organizational, presentation, facilitation, and leadership skills.
- Experience working with Agile, Waterfall, and Hybrid project delivery methodologies.
- Experience managing cloud migration or data modernization initiatives.
- Knowledge of Oracle databases, PL/SQL, data warehousing concepts, and enterprise data platforms.
Preferred Qualifications
- Prior experience working on large State of Indiana technology projects.
- Experience leading end-to-end Oracle Data Warehouse migrations to Google Cloud Platform.
- Hands-on familiarity with GCP services including:
- BigQuery
- Dataflow
- Datastream
- Cloud Storage
- Data Migration Services
- Experience managing projects using Azure DevOps.
- PMP certification preferred.
- Experience leading digital transformation and cloud modernization programs within government or public sector environments.
