Position: Application Development Analyst (ONSITE)

Education:
• Bachelor’s Degree in Computer Science, Information Systems or other Information Technology major, or equivalent work experience.
Required Tasks to be performed:
· Data Clean-up including analysis and resolution of system generated data warnings and conflicts.
· Support FL-SOLARIS land inventory management and maintain spatial datasets related to conservation lands, easements, recreation areas, and owned lands.
· Utilize CLEAR (Conservation, Lands, Easements, and Recreation) systems and related tools to support land management activities.
· Utilize LITS systems and tools to support operational, reporting, and land records management activities.
· Troubleshoot user access, workflow, and data-related issues within CLEAR applications and coordinate resolutions with technical teams.
· Support user role management, permissions, and access control activities for CLEAR modules through enterprise security tools.
· Perform data quality checks using ArcPy to validate spatial and attribute data accuracy, completeness, and consistency.
· Develop and maintain GIS dashboards and ArcGIS StoryMaps to support data visualization, reporting, and business operations.
· Manage and assign user roles and access permissions for CLEAR and LMS applications through enterprise security suite tools.
· Research, analyze and resolve GIS and non-GIS data conflicts in response to the LITS data conflicts and warnings.
· Conduct GIS and non-GIS data clean-up activities as assigned by DEP LITS staff.
· Design, optimize, and maintain SQL queries, stored procedures, and reporting pipelines for enterprise datasets.
· Develop, maintain, and enhance interactive dashboards and analytical reports using Qlik Sense to support business operations and data-driven decision-making.
· Strong experience with SQL, Oracle, SQL Server, and TOAD.
· Strong understanding of GIS concepts, geodatabases, metadata standards, and spatial data management.
· Perform geospatial analysis including spatial joins, buffering, geocoding, and shapefile conversions.
· Maintain and update website content, support content publishing, manage user access, and perform website maintenance activities using Drupal.
· Troubleshoot application issues, data inconsistencies, and reporting defects in production and test environments.
· Conduct requirement analysis sessions and translate business needs into functional and technical specifications.
· Assist in tracking, analyzing, and maintaining records associated with Florida Forever conservation projects, easements, acquisitions, and owned lands.
· Perform research on issues related to public land ownership and less than fee interests.
· Perform review of property appraiser data and mapping to solve issues related to public land ownership.
· Perform research of DEP internal systems data and DEP hard copy records (i.e. BSM survey and BPLA Lease files) and document finding.
· Perform public records research of vesting deeds.
· Review of Water Management District and other state agency GIS Data.
· Research on available digital and hardcopy mapping and land title across multiple state agencies and every Florida county.
· Develop and continually assess for improvement and communications processes.
· Assist in the preparation and documentation of program requirements and specifications.
· Prepare technical documentation, workflow diagrams, SOPs, and user support materials for enterprise applications.
Required Knowledge, Skills & Abilities (KSAs):
· 2 years of experience working with CLEAR (Conservation, Lands, Easements, and Recreation)
· 2 years of experience working with LITS systems/tools.
· 2 years of experience with ArcGIS Pro and ArcGIS Online.
· 2 years of experience using ArcPy for data validation, quality control, and geospatial data analysis.
· 4 Years of experience developing dashboards, reports, and data visualizations using Qlik Sense.
· Experience with data reconciliation, data validation, and QA/testing processes.
· 3 years of experience with Python scripting, ArcPy, and geospatial automation.
· Knowledge of application security, role-based access control, and user provisioning processes.
· Experience with land survey and cadastral mapping.
· Experience with web content management and administration using Drupal.
· Knowledge of Software Development Life Cycle (SDLC), Agile methodologies, QA/testing, and UAT processes.
· Experience collaborating with developers, analysts, and business users for system enhancements and module development.
· Knowledge of cadastral GIS mapping applications.
· Experience with Environmental Assessment or Natural Resource processing systems.
· Prior experience with projects related to cadastral mapping, property tax records, and/or land ownership, and title research
· Experience working with geospatial data.
