POSITION SUMMARY
The Chief Finance Officer (CFO) is responsible for the financial health and fiscal integrity of TMSA Schools. The CFO oversees all financial planning, budgeting, reporting, audit, grant management, and compliance functions. This leader partners closely with the Superintendent and Board to ensure TMSA's resources are strategically deployed in service of student outcomes, while maintaining full transparency and accountability to its authorizers, funders, and community stakeholders.
KEY RESPONSIBILITIES
- Provide strategic financial leadership and serve as the Superintendent's primary advisor on all fiscal matters.
- Lead the development and monitoring of the organization's annual operating budget across all campuses and divisions.
- Oversee all financial reporting, including monthly statements, year-end financials, and state and federal compliance reports.
- Manage external audit processes and ensure timely filing of all required financial disclosures to NCDPI and other regulatory bodies.
- Supervise the Director of Finance, Director of Budget, Grant Manager, Payroll Coordinator, Controller/Treasurer, and Accounts Payable Specialist.
- Oversee grant management and federal programs coordination, ensuring compliance with Title I, IDEA, and other applicable funding streams.
- Develop and maintain internal controls, financial policies, and risk management frameworks.
- Provide clear, actionable financial analysis and recommendations to support strategic planning and major organizational decisions.
- Partner with the COO on capital expenditure planning and facilities finance.
- Present financial reports, budget updates, and audit results to the Board Finance Committee and full Board of Directors.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field required.
- CPA license strongly preferred; Master's degree in Finance, Business Administration, or Public Administration a plus.
- Minimum 7 years of progressive financial leadership experience, with at least 3 years in a CFO or senior finance director role.
- Demonstrated expertise in public school or nonprofit finance, including fund accounting and state/federal grant compliance.
- Strong knowledge of North Carolina Department of Public Instruction financial reporting requirements and GASB standards.
PREFERRED QUALIFICATIONS
- CPA with active North Carolina licensure.
- Master's degree in Finance, Accounting, or Business Administration.
- Experience as a CFO in a North Carolina charter school network.
- Familiarity with Tyler Technologies (Munis) or similar school ERP systems.
- Experience managing annual operating budgets of $50M or more.
