Summary of Position
The Utility Technician is responsible for operating and maintaining the water distribution and wastewater collection systems. Key duties include making water and sewer taps, installing and replacing water meters, repairing leaks, and performing both preventive and corrective maintenance on water and sewer lines. The position also involves reading, recording, installing, repairing, and maintaining water meters.

Directs: Utility Technician Trainee

Essential Duties and Responsibilities
- Work with a crew performing manual labor to repair or replace water and wastewater mains.
- Make water and sewer taps for new services.
- Install and replace water meters.
- Operate heavy equipment to repair water and sewer leaks, including digging and shoring trenches safely.
- Perform preventive and corrective maintenance on water and sewer lines, such as unclogging, valve maintenance, and pressure testing.
- Locate water and sewer lines.
- Restore job sites after work is completed, including grading, applying sandy loam, and concrete work.
- Install new water mains and service lines; set meters for new customers.
- Read and maintain various meters and gauges, including those at lift stations.
- Investigate lift station alarms.
- Conduct chlorine residual testing on the distribution system.
- Raise low manholes, meter boxes, and valve boxes to grade level.
- Maintain inventory and transport materials to job sites.
- Ensure vehicles are in working condition and maintain clean, organized work areas.
- Complete work orders accurately and timely.
- Read and record meter readings using hand-held devices.
- Perform water service connections and disconnections.
- Conduct water pressure testing.
- Install, repair, or replace meters, boxes, valves, and regulators.
- Clear obstructions that hinder meter reading (brush, debris, etc.).
- Re-read meters as needed.
- Prepare and submit work orders.
- Notify and interact with customers during service interruptions or issues.
- Assist with flushing fire hydrants.
- Must be able to lift at least 50 pounds.
- Participate in on-call rotations to respond to emergencies.

Required Knowledge, Skills, and Abilities
Knowledge of:
- Basic first aid
- Safe operation of relevant equipment and tools
Skill/Ability to:
- Read and interpret utility maps to locate water and sewer lines
- Maintain and repair water and sewer lines, valves, and pumps
- Operate equipment such as backhoes, dump trucks, pump trucks, hydro jets, and handheld tools
- Apply safety practices to prevent accidents
- Understand and follow written and verbal instructions
- Perform basic math calculations
- Establish and maintain effective relationships with coworkers and the public
- Handle stressful interactions with the public professionally
- Work outdoors in varying weather conditions
- Read, repair, and maintain water meters
- Accurately read meter locations and understand meter functionality
- Maintain required certifications and a valid Texas driver's license with a clean driving record
Acceptable Experience and Training
- High school diploma or equivalent
- Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities
Certificates and Licenses Required
- Valid Texas driver’s license applicable to job responsibilities
