Summary of Position

The Accounting Supervisor will report to the Finance Manager (FM). This is a supervisory position- two or more staff will report to this position. The Accounting Supervisor will be responsible for supervising all Accounting personnel; ensuring a fair distribution of tasks between the staff, evaluation of the staff’s performance on a semi-annual basis, discussing performance with accounting staff, recommending improvements to be made, and recommending accounting staff’s wage/salary changes or other employments matters to FM. The Accounting Supervisor will assist the FM as necessary and will prioritize staff tasks as assigned.

Organizational Relationships

  • Report to: Finance Manager
  • Directs: Operations in the areas of Accounting
  • Other: Has frequent contact with customers, vendors, and other outside entities such as other political subdivisions and utilities.

Essential Duties

  • Oversee the processing of cash disbursements, including review of invoices for reasonableness and the proper coding of the disbursement to the general ledger. The Accounting Supervisor will ensure that disbursements are made timely manner and that, when appropriate, payment discounts are taken.
  •  Review the tax receipts reports from the tax assessor collector and compare them to the direct deposits for reasonableness.
  •  Ensure that payments/wire transfers are made timely for all debt obligations (i.e., debt service payments). Ensure that LUE-related general ledger accounts are accounted for and reconciled monthly.
  • Supervise the timely reconciliation of the bank accounts once the statements are received. Review the reconciliations for reasonableness.
  • Oversee the generation of draft financial statements no later than one week before the board meeting each month. This draft will include interest earned, any bank charges, cash receipts received on customer accounts for the month, billings for the month, estimated tax revenues, cash disbursements, and payroll transactions for the month, and entries for the long-term debt account group and the general fixed assets account group.
  • Ensure that bad debt is reviewed and adjusted, and appropriate entries are recorded timely. Create and implement an internal bad debt collection policy and procedure. Monitor and review processes and procedures, and recommend policy and procedure changes as needed.
  •  Assist the FM and Chief Financial Officer (CFO) in the preparation of the annual budget and amendments.
  • Supervision and management of all accounts payable and receivable, general ledger entries, and related accounting functions and department personnel. Ensure adherence and conformance of all policies and procedures as related to accounting, finance, revenue recognition, banking, and audit.
  • Ensures that effective internal controls are in place, ensures compliance with GAAP and applicable federal, state, and local regulatory laws, and rules for financial and tax reporting.
  • As the main point of contact for the annual financial audit, coordinate all information requests from external auditors. Review any proposed audit adjustments. Review the draft of the audited financial statements and the management letter for accuracy and completeness. Report potential issues or discrepancies to the FM and/or CFO for investigation and resolution.

Requirements

Accounting degree from an accredited four-year college or university with a minimum of eight years of applicable accounting and three years of supervisory or management experience. Demonstrated verbal, written communication, and time management skills. Familiarity with spreadsheets, word processing, automated accounting systems, and knowledge of database systems required. Must be able to process Accounts Payable, Payroll, and maintain General Ledger in a governmental fund-accounting environment.

Experience:

  • GAAP: 8 years (Preferred)
  • Supervisory: 3 years (Preferred)
