Position Description:
Purpose
The Project Manager will work in a diverse group of engineering and business associates and will be a key resource for proposal development and delivery of customer projects which leverage TRCs world class test facilities and personnel. This position will have a primary focus on federal and state funded programs, secondarily serving commercial clients as necessary. The Project Manager will be a key contributor throughout the entire project life cycle.
Essential Functions*
Proposal development
- Review request for proposals to understand scope, technical expectations, and contractual requirements.
- Lead development of technical and business proposal volumes with support from internal engineering teams and subcontractors.
- Organize proposal kickoff and planning meetings; define work breakdown structure, roles and responsibilities, schedules, budgets, and task assignments.
- Follow all internal TRC processes to obtain required approvals prior to submission.
Project execution
- Manage multiple concurrent projects, tracking scope, schedule, budget, and risks; initiate mitigation strategies or change requests as needed.
- Coordinate resources, including TRC personnel, facilities, equipment, subcontractors, and vehicle/part procurements, to ensure efficient execution.
- Develop and maintain project schedules aligned with client milestones and deliverable timelines.
- Create and use project budget-tracking tools, monitor project charges for accuracy, and prepare compliant monthly invoices.
- Provide regular project status reports to internal stakeholders and clients.
- Lead effective recurring project meetings, documenting minutes and action items.
- Conduct post-project reviews and oversee project closeout.
- Communicate test plans, proposals, non-conformances, and project status to internal and external customers throughout the lifecycle.
- Serve as the primary point of contact for clients.
Maintain proprietary atmosphere.
Execute proposals and projects independently with minimal supervision.
Apply critical thinking and subject-matter expertise to perform complex, non-standard assignments.

Other Duties and Responsibilities (Non-Essential Functions)
Develop test plans based upon customers objectives and processes involved
Perform customer presentations
Travel to offsite customer, trade show, and technical session sites
Support TRC improvement initiatives including but not limited to validation of systems and processes, quality management system documents, and test capability development
Support TRC Inc.s Quality and EH&S (Environmental, Health, and Safety) efforts
Support internal application development by participating in testing, validation, and possible scoping
Qualifications
Bachelors degree (BS or BA) or equivalent combination of education and experience
Project Management Professional (PMP) Certification preferred, but not required
Five years of project management or related experience. Experience executing programs sponsored by state and federal agencies strongly preferred, but not required.
3 years of automotive industry experience preferred
General aptitude and experience in testing and/or research, or project management
Knowledge of processes involved in vehicle testing preferred
Valid state DMV issued or valid foreign country issued drivers license
Excellent organization and problem-solving skills
Excellent communication skills
Strong working knowledge of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint,) with experience using macros in Excel is a plus
Advanced skills in controlling project budget details
Demonstrated leadership skills
Ability to complete and pass all internal, position specific job and safety trainings required
Working conditions
Standard office, climate-controlled environment
Some travel is required

May be exposed to hazardous chemicals, such as gas, oil, and paint
