Position Title: Public Works Director

FLSA Status: Full-Time/Exempt Position

Reports to: Town Manager

Supervises: Oversees all Town Operations in the Highway, Fleet/Maintenance and

Transfer Station Divisions of the Public Works Department. This position
also supervises an Administrative Assistant.


JOB GOAL: Performs complex supervisory, administrative and professional work in planning,
organizing, directing, and supervising the Town of Yarmouth Public Works Department.

ESSENTIAL FUNCTIONS:

  • Directs and supervises all Public Works Department Divisions, including the Highway, Project
Management, Vehicle Maintenance and Transfer Station Operations. Determines work procedures,
prepares work schedules, and expedites workflow. Issues instructions to Division Supervisors.

  • Assigns duties and examines work for exactness, appearance, and conformance to policies and
procedures.

  • Addresses violations of policy, performance and behavioral concerns with employees immediately
and professionally. Issues disciplinary action when appropriate and resolves grievances when
needed.

  • Assures that employees are adequately trained in their duties for both safety and efficiency.
  • Participates in Union-Town management and negotiation meetings and assures proper execution of
terms.

  • Prepares and presents annual budget and capital improvements budget requests. Administers
adopted budget for the Public Works Department.

  • Develops plans and bid specifications for Public Works Department expenditures.
  • Plans, organizes, coordinates, supervises and evaluates programs, projects, plans, services,
staffing, equipment and infrastructure of the Public Works Department.

  • Evaluates public works needs and formulates short and long-range plans to meet needs in all areas
of responsibility, including transportation, street and drainage.

ESSENTIAL FUNCTIONS (Continued):

  • Reviews private project development plans for compliance with codes, regulations, and standards,
adequacy of applications for permits and compliance with approved plans.

  • Responds to public or other inquiries relative to department policies and procedures. Evaluates
issues and options regarding municipal public works and makes recommendations.

  • Maintains regular contact with consulting / construction engineers, contractors, venders, project
managers, Town, County, State and Federal agencies, professional and technical groups and the
public regarding department activities and services.

  • Serves / participates on various boards and committees, including, but not limited to the Yarmouth
Safety Committee, ecomaine, Portland Area Comprehensive Transportation System (PACTS),
Maine Resource Recovery Association (MRRA), and the Maine Chapter of the American Public
Works Association (MCAPWA).

  • Monitors inter-governmental actions affecting public works and coordinates with other towns and
regional entities as appropriate.

  • Occasionally performs Public Works maintenance activities, including driving dump trucks, snow
plowing, operating loaders and backhoes, etc. on an as-needed basis and pending staffing levels.

  • Required to make frequent public presentations and attend all relevant meetings as necessary.
  • Works closely with Public Safety in response to natural disasters, storm events and emergency
preparedness.

  • Works closely with Town Engineer in addressing MS4 permit requirements, infrastructure
maintenance and inspection activities.

  • Performs other work as assigned by the Town Manager.

PERIPHERAL DUTIES:

  • Assists in the training of Town personnel in public works systems and techniques.

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

(A) B.S or A.S in Public Administration, Civil Engineering, Construction Management or related
discipline.

(B) Minimum of five years previous public works / construction experience; or
(C) Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

(A) Considerable knowledge of public works and construction principles, practices and methods
applicable to a municipal setting; thorough knowledge of applicable Town policies, local and
state laws, and regulations affecting Department activities.

(B) Skill in operating the listed tools and equipment.
(C) Ability to communicate effectively, orally and in writing, with employees, consultants, other

governmental agency representatives, Town officials and the public; Ability to conduct necessary
research and compile comprehensive reports.

(D) Ability to use standard engineering instruments, interpret maps, construction plans and aerial
photos.

(E) Must possess skills to maintain positive working relationships with coworkers, other department
heads, representatives of local, state and federal agencies and members of the general public.

(F) Provides department leadership. Empowers and mentors supervisors to improve performance
and foster personal growth.


SPECIAL REQUIREMENTS:

  • Must possess a valid State CDL driver's license in good standing.
  • Strong abilities in public speaking, attention to detail and communication skills (verbal and written).
  • Must be able to respond to emergencies as needed.

TOOLS AND EQUIPMENT USED:

  • All motorized Public Works Department vehicles and equipment, to include dump trucks, backhoes,
loaders, pickup trucks and all manner of vehicles and equipment.

  • This position will also utilize all traditional office equipment when in the office (personal computer,
including word processing, spreadsheet, and database; phone; radio; fax, copier/scanner.

The physical demands described here are representative of those that must be met by an employee to
successfully perform the essential functions of this job. Reasonable accommodations may be

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various
land use developments, construction sites, or public works facilities. Hand-eye
coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand, walk; use hands
to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The
employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear;
and smell.

The noise level in the work environment will range from quiet to very noisy, pending location at the time.
