DPW Deputy Director
The Town of Southbridge Department of Public Works introduces a great opportunity for a full-time Deputy Director of Public Works position. The Deputy Director of Public Works operates under the general direction of the Public Works Director and plays a pivotal role in the management and leadership of the department. This position entails comprehensive managerial responsibilities, including planning, organizing, coordinating, directing, leading, and evaluating the diverse programs and operations within the Department of Public Works. Acting as a key executive, the Deputy Director ensures the seamless operation and oversight of all DPW divisions, stepping in as the Acting Director in the absence of the DPW Director to maintain uninterrupted service delivery and operational excellence.
Essential Functions:

Oversee and manage daily operations across all DPW divisions, including streets, water, stormwater, solid waste, and facilities maintenance.
Develop and implement operating budget, long-term capital improvement plans and maintenance schedules.
Supervise division heads, ensuring adherence to policies, budgets, and timelines.
Establish performance metrics for DPW operations and regularly review outcomes.
Coordinate emergency response plans, including snow removal and storm damage recovery.
Prepare and present comprehensive reports to the Director of Public Works and other municipal leaders.
Represent the DPW at public meetings, responding to inquiries and engaging with community stakeholders when appropriate.
Ensure compliance with state and federal regulations, including stormwater and safety standards.
Participate in contract negotiations, performance evaluations, and strategic planning efforts.
Reviews all applications and permits for public utility installations in public streets.
Provides technical support to various departments, boards, and committees.
Provides technical advice and assistance to DPW Director of Operations and Foreman.
Performs similar or related work as required, directed, or as the situation dictates.

Qualifications
Education, Training and Experience: Bachelor’s Degree in public works administration or related field is preferred; or at least five to eight (5-8) years of progressively responsible experience in municipal public works, management, construction management, or infrastructure maintenance and operations, including water and sewer; or any equivalent combination of education, training and experience. Civil Engineering and Project Management background preferred. MCPPO certification or equivalent preferred. Knowledge, Ability and Skill: Knowledge: Knowledge of the concepts, methods, techniques, and materials of public works management. Knowledge of the principles and practices of highway maintenance, basic engineering, parks and trees maintenance, cemetery maintenance, and solid waste disposal including recycling. Thorough knowledge of local, state, and federal laws and regulations governing municipal infrastructure. Ability: Ability to recognize town-wide priorities and work cooperatively to support their accomplishment within accepted guidelines. Ability to plan, assign and supervise the work of groups of employees engaged in a variety of department construction and maintenance operations. Ability to read, understand, and interpret technical documents. Ability to communicate effectively in both written and oral forms. Ability to work effectively under time constraints to meet deadlines. Ability to deal tactfully and courteously with citizen groups and/or citizen complaints. Skill: Skill in operating the above-mentioned equipment.
