What are the responsibilities and job description for the Town Assessor position at Town Of Scarborough?
The Town of Scarborough is seeking a full-time Assessor to lead an experienced team working in the assessment of property taxes. The position involves specialized administrative and technical work, including the valuation and assessment of all real and personal property within a municipality for tax purposes, and management of varied records to administer the property-taxing program. Work is performed with considerable discretion, initiative, and independent judgment under the general supervision of the Town Manager and Assistant Town Manager.
This is a highly responsible department head position, and a member of the Town’s senior management team. This position is responsible for the planning and supervision of all aspects of the appraisal of real and personal property for assessment purposes for the Town of Scarborough, in accordance with applicable Maine law. There are approximately 10,000 real estate parcels and 1,000 personal property accounts. The Assessor determines the “just value” of all taxable property, both real and personal, for the purpose of levying equitable property taxes in the Town of Scarborough. Scarborough recently completed both a commercial and residential revaluation for the 4/1/2024 assessment date with no outstanding abatement requests.
Essential Job Functions: Duties include planning and organizing fieldwork; making field checks on new construction and renovations and securing varied data for records purposes; maintaining and reviewing the maintenance of official maps, transfers and other records maintained at the assessment office; making and entering computation valuations and other data in valuation commitment books; determining the valuations placed on new, renovated and existing property based on changing market value; maintaining varied property information records necessary for the preparation of assessment rolls; verifying proper names, locations and size of all transfers of property using documents in the Registry of Deeds; reviewing qualifications of tax exempt properties and conferring with local businesses in the listing of all taxable personal property; providing extensive public information regarding assessments; meeting with taxpayers and resolving disputes; interpreting property tax laws; and making final reviews and approvals of major technical decisions in all assessment program work.
Supervisory Responsibilities: The Assessor supervises a professional team consisting of 3 full-time staff (Deputy Assessor, Administrative Coordinator, and Administrative Assistant).
Position Requirements: The preferred candidate is a Certified Maine Assessor with at least three (3) years’ experience in municipal work, or has the ability to become certified within 1 year of appointment is required. The preferred candidate possesses a thorough and broad knowledge of real estate appraisal principles, techniques, procedures, laws and regulations. Experience with Vision and Munis software is desirable. Qualified candidates must possess a valid State of Maine driver's license.
Qualifications: Applicants with a relevant Bachelor’s Degree and/or three (3) years of related work experience with real estate appraisal is preferred. Knowledge of public or business administration or related field equivalent to completion of a 4-year college degree and at least 5 years of related experience, or equivalent combination of education and experience to perform the essential functions of the job will be considered.
Candidates also should have strong technology, organizational, and technical skills; the ability to deal effectively and equitably with the public, other agencies and public officials; and excellent communication and diplomacy skills.
