The Town of Rolesville in desirable Wake County, NC, is seeking a knowledgeable, experienced, and proactive Town Engineer. This is a new position. The Town of Rolesville invites you to apply to be its first Town Engineer. Joining a community with a customer-oriented culture, the Town Engineer is responsible for developing and maintaining public infrastructure, including town streets, sidewalks, and stormwater systems, as well as overseeing capital projects. The Town of Rolesville’s first Town Engineer has the unique opportunity to create a high standard of excellence for the Town’s engineering efforts and significantly impact the quality of life for Town of Rolesville residents and visitors. The Town Engineer will work on projects from conception to completion and utilize their communication skills to educate, inform, and engage stakeholders throughout the project management process. The ideal candidate for this position is an engineering generalist with broad general engineering knowledge, and the ability to combine ideas from diverse engineering fields and convey them to a general audience.

The Town Engineer is responsible for overseeing the Town's compliance with federal and state stormwater regulations (NPDES Phase II/MS4 permit), leading inspections and enforcement activities, coordinating capital improvement projects, managing public education efforts, and providing professional guidance on stormwater policies and planning. This position plays a key leadership role in advancing the Town's environmental and infrastructure goals.

This position will perform fully proficient advanced engineering work in planning, design, construction, contract development and coordination of projects requiring independent evaluation and analysis of issues and the exercise of judgment. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. As assigned, work may include providing professional engineering work in management and coordination of public works and infrastructure projects and development review processes for multi-modal transportation solutions (streets, bike lanes, and sidewalks), stormwater projects, GIS mapping systems, grading and erosion control projects, transportation planning, traffic control systems and renovation of Town buildings.

Responsible for administering contracts; managing projects and tasks; supervising engineering and/or inspection staff; serving as owner or owner/engineer for a variety of stormwater infrastructure capital projects from initial investigation to construction completion; leading and supervising the development of design and technical specifications; serving as a lead for construction and project management on large, complex projects and contracts as well as contracts with multiple projects; leading and supervising procurement processes for construction/repair, professional services, and basic service contracts; preparing agenda items for Town Board of Commissioners consideration; negotiating change orders and contract amendments; assisting with development CIP budgets.

Reporting to the Town Manager, the Town Engineer is responsible for planning and directing a variety of engineering projects town-wide, creating and enforcing stormwater regulations, reviewing development plans, and administering engineering contracts. The Town Engineer is the point of contact with State and local partners, including NCDOT. The ideal candidate is an impeccable decision-maker who makes thoughtful and strategic decisions.


This highly engaging role is for the professional who embraces a collaborative, team-centric working environment. The Town Engineer will work collaboratively with the Public Works Director on MS4 compliance and the Planning Director on plan review while also serving as a vital member of the Town's Technical Review Committee. Demonstrating their highly effective communication skills, the Town Engineer must explain complex technical/engineering matters in an understandable way to elected officials, the development community, residents, and staff.


The Town of Rolesville’s first Town Engineer works independently yet enjoys engaging with people to communicate, motivate, and strategically partner to accomplish the town's goals. The Town Manager desires a Town Engineer who is an innovator and an excellent problem solver. We are looking for someone who demonstrates confidence to try new approaches and methods and is adaptable and flexible. As the new engineering department grows in capacity and capability over time, the Town Engineer will oversee staff involved in development and capital projects. Therefore, the ideal candidate must be able to manage and direct staff effectively.

Duties/Responsibilities

Upon hire, the Town Engineer will thoroughly evaluate the needs of the community and prioritize the following tasks:


  • Project management: Oversee the entire lifecycle of municipal projects, from initial design and permitting to construction and final closeout. This includes coordinating stakeholders, managing contracts, and monitoring project progress, budgets, and schedules.
  • Technical oversight: Review engineering plans, designs, and calculations for projects such as roads, water systems, sewer lines, and stormwater management to ensure they meet technical standards and legal requirements.
  • Regulatory compliance: Ensure all projects and town operations comply with applicable federal, state, and local laws, codes, and regulations, such as those for sedimentation and erosion control, and environmental permits.
  • Liaison and communication: Act as a technical resource and liaison for other town departments, developers, contractors, state and federal agencies, and the public. This involves responding to inquiries, resolving issues, and coordinating efforts with external partners like NCDOT.
  • Budget and administration: Prepare and administer departmental and capital budgets. This can also include developing long-range capital improvement plans and staff management.
  • Staff supervision: Manage and provide technical guidance to engineering staff. This may include assigning work, monitoring performance, and conducting training.
  • Public engagement: Inform and engage the public on engineering matters by presenting at public meetings, responding to citizen concerns (like flooding or drainage issues), and facilitating community understanding of town projects and policies.

The successful candidate is a collaborative problem-solver, able to work with a wide variety of internal and external stakeholders with different needs. This individual has experience in the design and/or construction management of various capital projects, with a preference for work in transportation or stormwater. Lastly, the successful candidate is eager to learn and willing to develop new skills in areas outside of their area of expertise and demonstrates a desire to assist other departments with their engineering needs.

  • A bachelor's degree in civil engineering with seven years of progressive supervisory and/or project experience is strongly preferred. An equivalent combination of experience and education in civil engineering, project management, and construction will be considered.
  • Experience with bidding capital projects in stormwater and transportation is preferred.
  • Registration as a Professional Engineer in the State of NC is preferred, but the ability to obtain within a negotiated time frame is acceptable. The successful candidate must hold a valid North Carolina driver's license, within three months of hire.
