JOB SUMMARY

As the first point of contact, the Development Services Manager assists with the review and coordination of various development review processes handled by the Building Inspection Division (BID), including building plans, site improvement plans, and various submittals. This position steers applicants through the correct review process, supervises and oversees the workflow of the Plans Examiners and Plan Review Technicians, performs plan review as needed, and supervises the status throughout the review process to ensure efficient operation.

 

 

ESSENTIAL JOB FUNCTIONS:      

  • Reviews building permit applications for completion.
  • Performs plan review functions as needed to meet department goals.
  • Confirms that applications, permit files and certificates contain accurate information as required by law and the adopted codes.
  • Ensures permits are issued only to properly licensed contractors and that plans are developed by properly licensed design professionals.
  • Supervises the Plans Examiners and Plans Review Technicians, ensuring plans are reviewed in a timely fashion, monitoring their time sheets, preparing performance evaluations and tracking their progression in the BID Career Development Program.
  • Prepares and arranges all submittals in an orderly format.
  • Assigns the submittals to the appropriate Plans Examiner or other staff reviewer.
  • Assists applicants by answering questions, explaining the review and approval process, and providing direction as needed.
  • Serves as first point of contact for inquiries and for updates on status of progress of an application in review.
  • Provides quotes for permit and impact fees as requested.
  • Stores all documents in an acceptable format, archives them as required by law, and maintains a database of files for reference and storage.
  • Tracks plans through the approval process and prepares regular reports on quantity and duration of permit approvals.
  • Creates a record in a database for each approved permit with all related forms and correspondence included.
  • Monitors and updates expired applications, permits, and ongoing code cases.
  • Maintains BID webpages and brightsigns.
  • Participates in software design, updates and required changes.
  • Serves as Administrator for Building Permit Allocation Program (Multifamily Moratorium)
  • Creates weekly, monthly, annual reports
  • Performs other related assigned duties.

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate Degree and four (4) years of prior work experience.
  • Or equivalent combination of education and experience.
  • Current certification as a Permit Technician by the International Codes Council or obtain certification within 6 months of date of hire.Current certification as a Residential Plans Reviewer or obtain certification within one year of date of hire.
  • Supervisory/Management Experience preferred.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of legal aspects of Code Administration;
  • Knowledge of the land development process, construction documents, plan review and the permitting process;
  • Knowledge of Supervisory/Management Practices
  • Knowledge of Electronic Permitting Software and the skills to assist with creation and updating of the department systems.
  • Skill in the use of oral and written communication;
  • Skill in data processing;
  • Ability to manage multiple tasks in a detailed and effective manner;
  • Ability to deal tactfully with disgruntled members of the public.
  • Ability to manage the work of subordinates.

 

PHYSICAL REQUIREMENTS:

There may be a need to visit construction sites occasionally and walk over rough terrain.

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision, distance vision, usage of computers and reading.

 

This position requires substantial repetitive motion of wrists, hands, and fingers.  The employee is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with hands and arms.

 

The employee consistently maintains balance either sitting, standing or walking and is occasionally required to stoop or crouch. The employee may occasionally push, pull or lift and move objects up to 10 pounds. 

 

WORK ENVIRONMENT:     

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant.

Salary : $30 - $38
