- Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
- Participates in the interview and selection process of new employees. Provides training and instructions. Assigns and reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Provides leadership and management to all assigned staff. Supervises the work of and monitors and evaluates on-going performance of staff members; assesses and makes recommendations of training needs.
- Helps with building and facilities upgrades or building projects; ensures facilities meet regulatory compliance.
- Ensures all Town Utility facilities are well maintained according to a maintenance schedule.
- Manages utilities preventative maintenance system.
- Ensures the maintenance dept is trained for safe operations and follows the safety and health programs. Organizes and ensures safe practices for all confined spaces. Ensures the availability of rescue equipment in accordance with local laws.
- Identifies any possible fire hazards and ensures all fire prevention and suppression supplies and systems are maintained to standards.
- Ensures electrical safety practices are followed and limits access to hazardous electrical systems to trained personnel only. Maintains lockout/tagout program and ensures availability of locks/tags. Ensures that operation is compliant with safety regulations.
- Negotiate contracts with outside vendors for execution of maintenance work.
- Assits with duties associated with capital improvement projects and infrastructure projects.
- Assists with the Division budget, and the development of annual and multi-year work plans and strategies to meet the utilities and infrastructure needs of the Town.
- Monitors budget, contracts, services, costs and other factors throughout the year to identify problem areas and recommends adjustments.
- Other duties as assigned.
- Knowledge of all phases of utilities and infrastructure maintenance activities, heavy emphasis on area of assigned responsibility.
- Working knowledge of municipal project facilitation, coordination and contract execution related to environmental and infrastructure projects.
- Working knowledge of municipal maintenance and construction practices.
- Working knowledge of the occupational hazards and safety precautions of the work.
- Working knowledge of environmental and regulatory requirements related to the work.
- Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
- Ability to effectively utilize the principles of strategic and long and short-range planning.
- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to develop department goals and objectives.
- Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
