Position Description
The Systems Specialist is responsible for coordinating the technical, administrative, and billing functions related to the Town’s water and sewer metering systems. The position ensures accurate meter data, billing, invoicing, reporting, and customer service while supporting the daily operations of the Department of Public Works (DPW).
Essential Functions
Prepares monthly (commercial), quarterly (residential), and periodic utility bills; and generates accounts receivable and consumption reports for the Finance Department and Water Division.
Coordinates activities with meter readers; reviews readings for accuracy; and schedules meter installations, inspections, and rechecks.
Enters, uploads and maintains all meter-related data within MUNIS Utility Billing; reviews and reconciles billing data using MUNIS and advanced Microsoft Excel. Maintains forms, records, and monthly municipal building sewer flow documents.
Maintains and troubleshoots meter software, including Temetra, Itron, and related handheld devices/cables.
Creates new accounts; calculates private sewer usage; and maintains and updates software for Itron and related technology.
Calculates and extracts consumption for specific accounts; bills all miscellaneous charges; maintains cross connection files; processes abatements; collects and calculates fees for water/sewer permits.
Answers telephone calls and provides assistance to residents, businesses, developers, town department staff, and other applicable stakeholders; schedules appointments; responds to complaints or questions about invoices.
Performs similar or related work as required, directed or as situation dictates. Regular attendance at the workplace is required.
Recommended Minimum Qualifications
High school diploma required advanced training or an associate’s degree preferred. One to three years of office or business experience, including one to three years of municipal experience, is desired. Proficiency with MUNIS and Microsoft Excel preferred. Equivalent combinations of education and experience will also be considered.
Supplemental Information
Works under the general direction of the DPW Office Manager and in close coordination with the Water Superintendent and their designee(s). Performs duties in accordance with established policies, procedures, and timelines, with the ability to work independently and prioritize tasks.
Work is performed in an office environment. Majority of work is performed in a moderately noisy environment; work is subject to seasonal fluctuations and administrative deadlines; schedule includes one evening per week. Makes frequent contact with the general public and other town employees. Contacts are primarily in person and by telephone, and involve discussing routing and semi-complex information. Contacts with the public require considerable patience, respect, and courtesy.
Anticipated hiring range from $30.97/hr (Step 1) to $32.20/hr (Step 3) based on position grade in pay plan. Full twelve-step range in FY26 is $30.97/hr (Step 1) to $38.86/hr (Step 12).
Salary : $64,418 - $66,976
