This is a Charter position performing highly responsible technical, administrative and managerial work for the Town of Fort White, Florida.
This position is distinguished by the responsibility to manage, coordinate, organize, and carry out designated Town duties including the custody, recording, and documenting of official Town records. The person serving in this position is responsible for developing and implementing Town policy, evaluating and coordinating existing Town functions and activities, supervising Town personnel, and making recommendations for revisions to and/or new services. This position answers directly to the Mayor and Council of the Town of Fort White. This position requires the person serving to be self-motivated and to work without supervision.
ESSENTIAL FUNCTIONS
Attends all regular and special called meetings of the Council including workshops and appointed committees of the Town Council. Takes roll call, and records voting of meetings. Maintains the official Minutes Book of the Town Council. Prepares certification of extracts from minutes as required. Maintains necessary indexes of minutes. Serves as recording secretary to and maintains journals of meetings of the Advisory Boards appointed by the Mayor and/or Town Council. Serves as an information source for citizens. Responds to Public Records and information requests and performs appropriate research in response to the requests. Coordinates all Town elections with responsibility for advertisements and election dates relating to Town elections. Establishes procedures for election tabulation for presentation to Council. Insures that Town elections are conducted in accordance with Florida Law including the qualification of all candidates, receiving and maintaining candidate reports, and assisting with Canvassing Board meetings. Administers and records oaths of office. Distributes and assists in the final filing of Financial Disclosure forms, voting conflict forms, and other related forms for Town officials. Maintains and updates the Town code as necessary. Supervises and directs codification of the Code of Ordinances for the Town. Responsible for the preparation and presentation of the annual Town of Fort White budget to the Town Council. Responsible for purchasing budgeted items throughout the fiscal year and processing the invoices for payment. Maintains inventory of all official records within the Town. Stores and disposes of records as appropriate. Reviews and executes all Town documents such as ordinances, resolutions, and other legal documents. Prepares and publishes legal notices as required. Maintains all files and all contracts, deeds, easements, journals, records, and documents of the Town. Coordinates, plans, and works with the Town Attorney as necessary. Reviews applicable federal, state, and local laws as needed. Assists with the preparation of Council meeting agendas and supporting documents for regular and called Council meetings. Responsible for the formulation and distribution of a calendar outlining all scheduled meetings, events, and workshops for Council. Serves as the designated Americans with Disabilities Act (ADA), Affirmative Action/Equal Employment Opportunity (AA/EEO0), and Health Insurance Portability and Accountability (HIPAA) Officer for the Town of Fort White. Manages the Town of Fort White Water Utility including requests for service, billing and collections. Verifies that calls for service, repairs, and maintenance are performed as needed and satisfactorily. Maintains all financial aspects in behalf of the Town including the management of accounts receivables, accounts payables, and payroll including the collection of time cards and time worked verification. Insures that Generally Accepted Accounting Principles (GAAP) are followed. Coordinates for the completion of an annual audit.
