GENERAL POSITION DESCRIPTION: Responsible for the planning, directing, conducting and administration of all functions of the Public Works Department which include Highway Department, Solid Waste Department, all Town owned buildings, and Spofford Lake levels. This job description is meant to be illustrative and is in no way all-inclusive. It shall be used as a tool or guide in the job performance of the employee it applies to.

ACCOUNTABILITY: Reports to the Town Administrator & Select Board

EQUIPMENT USED:

Inside: Computer, typewriter, telephone, calculator, office machines, engineering tools & software (GIS), plotter

Outside: Backhoes, loaders, hand and power tools, dump trucks, plow and sanders, mowers, automated collection trucks, manual trash/collection trucks, excavator, baler, weight scale, and other light and heavy equipment

ENVIRONMENT: Inside: 40% Outside: 60%

DUTIES AND RESPONSIBILITIES: Except as specifically noted, the following functions are considered essential to this position. The following are indicative of the duties and responsibilities associated with this position, but are not intended to be all-inclusive.

· Organize, direct and control all resources of the department and divisions

· Ability to attend to many items simultaneously, and/or in sequence

· Maintain equipment and personnel at a level consistent with budget

· Develop yearly, monthly and weekly work schedules. Convey yearly schedule and quarterly update schedules to the Selectmen in writing

· Conduct weekly safety meeting with personnel to educate and preserve a safe workplace

· Perform weekly and quarterly equipment assessment for work safe conditions

· Develop, present and administer departmental budgets and finalize with Selectmen and to present budget to the Budget Committee and at Town Meeting

· Maintain and expand existing Capital Maintenance Plan

· Work harmoniously with other departments, public, public agencies, the media and private organizations, and the general public

· Thorough knowledge of the skills, methods, tools, equipment, and materials used in construction, maintenance and repair of streets, sidewalks, curbs, related structures and solid waste disposal

· Ability to read and interpret engineering plans and specifications; estimate and plan jobs, and prepare reports, maintain records

· Provide direct and indirect supervision of all department personnel and administer the personnel policies and procedures of the Town and the Departments. Including assigning work schedule, perform employee evaluations, set up and maintain training programs

· Oversee field inspections of construction sites and subdivision developments, relative to Town roads, drainage and surveys

· Oversee driveway inspections. Issue permits for access to town roads and inspect completely before closing of the driveway permit

· Provide recommendations relative to improving services, controlling costs, and general planning

· Assist with or operate trucks with front plow and wings, and other equipment for snow removal and other seasonal clean-up operations, on an emergency and seasonal basis.

· Oversees Town fleet maintenance and budget except for Police

· Oversees Maintenance of Town buildings including parks and recreation facilities.

· Maintain cleanliness, neatness and safe operation of all Town owned buildings and grounds

· Maintain culvert inventory, to include but not be limited to – location, type, size date of installation, last observed condition

· Hires contractors for emergency repairs and general maintenance including HVAC, fuel and generators

· Oversees landscaping and snow removal operations for Town properties

· Responds to Mutual aid first call for alarms in Town Buildings

· Responds to citizen complaints on public works issues

· Interface with Board of Selectmen, Director of OEM, Police, Fire Chief, Contractors and Utilities during natural disasters, storms, during natural disasters, storms and emergency situations

· Monitors and regulates Spofford Lake water levels as determined by the Select Board

· Perform other duties as deemed necessary and appropriate by the Select Board

SUPPORT: Provide support to the Town Administrator by efficiently operating the Department

FINANCIAL DATA: Prepare, implement and oversee annual budgets. Supply bond reduction data for road, construction, new subdivision bonds

COMPUTER OPERATIONS: Daily operation of computer software and hardware such as email, memos, letters, correspondence, etc.

WORK SURFACES: Inside and outside surfaces. Equipment and vehicle interiors and exteriors. Rough, harsh, dangerous, wooded, flooded, ground surfaces and/or areas. Grass, dirt, gravel, mud, asphalt, concrete, linoleum, ceramic tile surfaces. Rain, snow, sleet, hail, ice and flooded areas and surfaces. Vertical and horizontal step surfaces

SUMMARY OF OCCUPATIONAL EXPOSURES:

· May be exposed to herbicides, pesticides, fuels, paints, solvents, hydraulic fluids, fertilizers, etc.

· May be exposed to long periods of sunlight and unfavorable climatic conditions of heat, cold, wet, snow, and ice.

· May be exposed to poison ivy, oak, or sumac; and insects such as wasps, hornets, bees, etc.

PHYSICAL EXERTION / ENVIRONMENTAL CONDITIONS:

Physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

Communicating with and instructing others, talking and hearing are required; for doing the job effectively and correctly, sight is required; and for detecting unusual odors that indicate the presence of harmful exhaust and gas fumes, the incorrect operation of equipment, etc., smell is required.

Required to use hands and fingers to handle and feel objects, tools or controls; required to reach with hands and arms. Strenuous work, and other physical demands include traversing rough terrain and climbing in and out of heavy machinery.

OTHER TRAINING, SKILLS AND EXPERIENCE REQUIREMENTS:

· Five years’ experience in street or highway construction and maintenance work, supplemented by technical study in management

· Experience in a supervisory capacity preferred

· Knowledge of NH statutes relative to public highways, town ordinances and regulations helpful

· Math skills

· Public speaking ability

· Experience in the operation and maintenance of heavy construction and maintenance equipment

· Any equivalent combination of education and experience, which demonstrates possession the required knowledge, skills and abilities

LICENSE/CERTIFICATION AND OTHER REQUIREMENTS:

· NH CDL-A or B driver’s license

· Certified Solid Waste Facility Principal Operator through NH Dept of Environmental Services

· Ability to make entries in and maintain logs, complete basic reports and familiarity with MSDS paperwork

· Available for call service 24/7/365 or assure coverage by qualified personnel

· Any equivalent combination of education, experience, and/or license(s) which demonstrates possession of the required knowledge, skills, and abilities

SCHEDULE: Work week based on 45 hours a week. Putting in overtime for meetings, call outs and other assignments when needed or required is expected within salary.

Pay: $35.00 - $42.00 per hour
