The Town of Chapin, SC is seeking a highly qualified and experienced leader for the position of Director of Utilities and Public Works. This is a key department head role responsible for overseeing the Town’s water and sewer utilities (serving more than 6,900 customers) as well as public works operations.
Position Summary
The Director of Utilities and Public Works plans, organizes, directs, and coordinates all activities of the Public Works and Utilities Department. This includes the construction, operation, maintenance, and repair of the Town’s water distribution, wastewater collection, and treatment systems, as well as facilities, and related public infrastructure. The Director ensures reliable, cost-effective, and regulatory-compliant services while supporting the Town’s strategic goals. The role requires strong leadership, technical expertise, and collaboration with Town leadership, staff, contractors, state/federal agencies, and the community.
Essential Duties and Responsibilities
- Direct all departmental operations, including water and sewer system maintenance, emergency response (24/7 availability for breaks, backups, etc.), capital improvement projects, and public works activities (e.g., streets, grounds, and facilities).
- Develop and manage the department’s annual operating and capital budgets; oversee financial performance, procurement, and grant applications.
- Ensure full compliance with all applicable regulations, including those from SCDES, EPA, and other agencies; prepare and submit required reports (e.g., annual water quality reports).
- Supervise, mentor, and evaluate departmental staff (including superintendents, operators, technicians, and maintenance personnel); handle hiring, training, discipline, and safety programs.
- Plan and oversee major infrastructure projects, such as force main installations, water/sewer extensions, and system upgrades; coordinate with engineers, contractors, and developers.
- Respond to citizen inquiries and emergencies; represent the department at Town Council meetings, public hearings, and community events.
- Develop long-range plans for system expansion, asset management, and sustainability in support of Chapin’s growth.
- Perform other duties as assigned by the Mayor.
Education and Experience
- Bachelor’s degree in Civil Engineering, Public Administration, Environmental Science, or a closely related field (Master’s degree preferred).
- Minimum of 5–7 years of progressively responsible experience in public works or utilities operations, including at least 3 years in a supervisory or managerial capacity.
- Experience in a municipal government setting and knowledge of South Carolina-specific regulations (e.g., SCDES water/wastewater requirements) is highly preferred.
Licenses and Certifications
- Valid South Carolina driver’s license (or ability to obtain).
- Professional Engineer (PE) license or Class A/B water/wastewater operator certifications are strongly preferred.
- Additional certifications in project management, asset management, or public administration are a plus.
Knowledge, Skills, and Abilities
- Thorough knowledge of water and wastewater utility operations, public works maintenance, and infrastructure construction.
- Strong leadership, budget management, and personnel supervision skills.
- Excellent communication, problem-solving, and customer service abilities.
- Proficiency with Microsoft Office, utility management software, and GIS systems.
- Ability to work effectively under pressure, including after-hours emergencies.
Physical Demands and Work Environment
The position involves a mix of office and field work. The employee must be able to attend meetings outside normal business hours, respond to emergencies, and occasionally lift moderate weights or navigate construction sites.
