Summary of Position:

The position oversees and manages a variety of public infrastructure and stormwater projects, supervises Stormwater  staff, and ensures compliance with municipal, state, and federal regulations. Responsibilities include project planning, budget management, and overseeing  programs such as NPDES and the National Flood Insurance Program. The role also involves community engagement, technical analysis, and field inspections to support the   infrastructure and environmental goals.

What you can expect to be doing 

  • Manage the Stormwater Enterprise budget and make recommendations for budgetary needs of the divisions and manage capital budget programs assigned to the division. Monitor and administer fiscal systems attendant to area of responsibility. 
  • Oversee a variety of the Town’s public stormwater programs and projects, including infrastructure and maintenance projects and stormwater studies in alignment with the Stormwater Master Plan 
  • Provide analysis, recommendations, and technical support to the Town Engineer and Public Works Management.
  • Supervise maintenance staff employees in ensuring training is provided, and monitors progress and quality of work on assigned projects.
  • Oversee the stormwater management  staff
  • Oversee the Town’s participation in outside programs, such as the National Flood Insurance Program and NPDES program for the Town.
  • Represent the Stormwater Program by providing information to Town Council Members at meetings, responding to community members’ questions and complaints, and attending other internal and external meetings as needed.
  • Other engineering projects and tasks as required

This position requires direct supervision of stormwater staff. 

What are the physical demands?

The work may be a combination of office work (typically performed while sitting at a desk or table with intermittent standing, walking, bending, crouching, or stooping) and field work (including walking in the woods or brush; walking and working in and near busy streets; inspecting construction sites. The employee may occasionally lift light and heavy objects and may work with equipment requiring a high degree of dexterity.

Where and how do you work?

The work is primarily performed in an office with site visits outdoors. The employee may be exposed to insects, noxious vegetation, traffic, noise, machinery with moving parts, electrically energized equipment, dust, dirt and inclement weather.   Work may require use of protective equipment such as hard hats, masks, goggles, gloves, long-sleeved shirts, long pants and/or safety boots.

What do you need to know to do this job effectively?

Knowledge of:

  • Civil engineering and stormwater engineering principles and practices.
  • Municipal public works principles and practices, including maintenance of public stormwater infrastructure.
  • Construction and maintenance standards, methods, materials, equipment, and costs.
  • Designs as they relate to engineering and current developments in the field of specialty.
  • Typical engineering-related software such as Geographic Information System (ArcGIS), AutoCAD/Civil 3D, and Microsoft products.
  • Principles and practices of enterprise budgeting and billing
  • State and federal laws, regulations, and specifications, including NPDES Phase II, NPDES Industrial, and floodplain regulations.

Ability to:

  •  Plan, organize, and manage projects and provide timely reports to the Town Engineer. 
  • Create conceptual designs and site plans. 
  • Prepare budget documents and projections. 
  • Learn state and local contract management.
  • Present to a wide variety of audiences with varying levels of expertise.
  • Collect, compile, and analyze data.
  • Analyze and interpret laws, rules, and regulations and apply them to specific situations.
  • Conduct field surveys, studies, investigations, and inspections.
  • Prepare reports of inspections, reviews, and investigations containing findings, conclusions, and recommendations. 
  • Apply Town ordinances, policies, and procedures.
  • Model behaviors that are consistent with our values of RESPECT.

What is education and/or experience do you need to be considered for this job? 

Education

Bachelor's degree in civil engineering and/or coursework in Stormwater Engineering related field from an accredited college or university. 


Experience

Minimum five years of progressively responsible experience in civil engineering with three years of direct supervisory experience; familiarity with stormwater management, floodplain management, and/or water resources activities; public sector experience preferred.

  • The position of or the ability to readily obtain a valid NC driver's license; public experience preferred.
  • Registration as a Licensed Professional Engineer in State of North Carolina, or the ability to obtain a North Carolina license within 6 months.
