RECYCLING/ZERO WASTE COORDINATOR - Public Works Department
Salary Range $67,995 - $87,837
On July 1, 2026, salary range will increase to $70,034 - $90,472 per year.
Definition
Professional work in the direction, development, implementation, coordination and evaluation of various solid waste/recycling programs focusing on curbside collection for apartments, condominiums, businesses, municipal buildings, schools, and residences. Develops and implements educational materials and outreach campaigns focused on increasing commercial, residential and municipal recycling rates paying particular attention to apartment and condominium complexes. Collects and analyzes data relating to recycling and solid waste percentages for the municipality and state agencies with the major goal being to increase the total municipal recycling percentage.
Supervision
Works under the general direction of the Director of Public Works (or their designee) and performs administrative and technical work to ensure compliance with statutes, bylaws and regulations concerning solid waste activities and recycling regulations. Works independently, setting own daily work plan to achieve the goal of increasing the recycling and waste diversion tonnages of the community. Collaborates with school sustainability personnel, supervises (1) part-time employee, volunteers, and interns.
Performs responsible duties following departmental rules, regulations and policies, requiring the ability perform operations to complete assigned tasks according to a prescribed time schedule; performance of duties requires judgment in implementing procedures.
Work Environment
Performs work under typical office conditions and field work required at municipal buildings and other locations in town. Also includes several meetings during regular work hours and evenings. Employee is required to work weekends for waste diversion events. Flexibility in work schedule to best meet the needs of the operation is essential.
The employee must have ability to operate standard office equipment.
The employee has significant contact with the general public and other town departments by website, social media, telephone, in person, at meetings and by Email.
Errors could result in delay of services, monetary loss, and legal repercussions.
Essential Duties and Responsibilities

Attends to day-to-day trash & recycling collection issues in coordination with hauling contractor.
Enforces the Town’s recycling ordinance and curbside collection program rules. Serves as the primary contact for all trash and recycling issues and responds to and resolves residents’ inquiries and complaints and to municipal and school department requests for waste diversion solutions and support.
Monitors compliance and performs solid waste activities relating to local and state solid waste and recycling regulations. Develops benchmarks for monitoring increased participation in recycling, reusing, food scrap diversion, and other waste diversion activities.
Creates public education materials, programs, and campaigns to reach waste diversion goals. Responsible for creating and maintaining Town’s related web resources and posting to social media.
Maintains records, prepares monthly and yearly reports and spreadsheets for government agencies. Writes grants and applies for other state and federal funding. Acts as liaison with community groups and businesses and organizes community events. Meets with Zero Waste Arlington Committee and coordinates its agenda. Prepares specifications and bid documents.
Procures and distributes items such as recycling bins and food scrap diversion equipment.
Monitors performance of contractors, resolves complaints with vendors, identifies violations in contracts.
Coordinates all aspects of the Reuse & Recycle Center, the Swap Shed, waste diversion special events such as shredding, and household hazardous waste programs. Analyzes feasibility of developing and implementing new waste diversion programs.
Manages vendor invoices, handles cash and receipts from residents, and monitors spending and budget.
Collects and analyzes data relating to recycling, solid waste, and harder-to-recycle materials for the municipality and state agencies and applies to grant opportunities.
Attends trainings and keeps abreast of industry trends.
Performs related work as required.
Recommended Minimum Qualifications
Education and Experience
Associate’s Degree, Bachelor’s degree preferred with five years of experience in a municipal solid waste & diversion or other sustainability field and; customer service experience; or an equivalent amount of education and experience.
Additional Requirements
Valid Massachusetts Drivers License
Knowledge, Ability and Skill
Excellent computer skills; proficiency in use of social media; excellent communication and organizational skills. Considerable knowledge of the Commonwealth of Massachusetts’ solid waste and recycling laws and policies. Ability to work independently or as a part of a team.
Ability to guide, direct and motivate residents and employees to increase recycling efforts. Ability to assess conditions at various locations to improve services and to compliance with town bylaws. Ability to create and implement programs. Ability to read, interpret, understand and apply laws, regulations, policies and procedures related to Integrated Solid Waste Management.
Excellent record keeping skills. Ability to develop and maintain statistical reports. Ability to communicate effectively in person and in writing to a wide range of audiences and through multiple channels.
Physical Requirements
Minimum physical requirements in typical office conditions. Moderate physical effort is required for field work. The employee is required to have good hearing, vision and mobility to make visits to recycling locations and inspect the condition of equipment and evaluate the need for additional equipment. Field and event work require lifting 40 lbs, standing for extended periods of time (4 to 5 hours) in all weather conditions.
