WHAT YOU WILL BE DOING:
Assists the Electric Operations Manager by developing the field portion of the Lineman Career Development Program (LCDP) for the Department. Work includes working at a Journeyman level on complex jobs for the purpose of mentoring and providing hands-on training for needed LCDP benchmark requirements. Supports the Electric Operations Manager by monitoring and promoting safety through participation in safety audits, accident investigations and safety training. This position supervises staff responsible for locating and marking Town underground electric, water and sewer utilities. Monitors all Electric Utility vehicles for safety and maintenance requirements. Work may include responding to emergencies to perform journey level work. Work is performed under the supervision of the Electric Operations Manager.
This position reports to the Electric Operations Manager. This position has supervisory responsibilities.
- Coordinates Town of Apex LCDP program; coordinates and provides training, maintains records for enrolled members, recommends advancements, performs and monitors field requirements to complete training modules.
- Leads complex construction projects for the purpose of training and hands-on verification needed for LCDP.
- Develops enhancements and changes to the LCDP by participating in Electricities and APPA efforts locally and nationally to include committee membership, subject matter expert, evet coordinator or local representative on targeted teas.
- Coordinates Town involvement in local and national Lineman rodeos. Selects team membership, trains personnel and ensures needed training facility is adequate to develop necessary skills for success.
- Constructs and maintains training facilities needed to for real-time practice; works with Operations Manager to address areas of concern and develops timelines for making improvements.
- Develops yearly budget for training and rodeo-related activities and equipment.
- Coordinates with the Town’s Safety and Risk Manager for all needed training related to maintaining Line Tech qualifications and OSHA requirements; schedules training in a manner least disruptive to Town operations.
- Serves as a member of Electricities Safety and Training teams and the North Carolina Association of Municipal Electric Systems. (NCAMES).
- Maintains detailed knowledge of electric system operations, equipment and procedures and other administrative and technical requirements for the Town.
- Provides targeted training for all personnel on electrical equipment utilized or proposed to be used by the Town.
- Develops and oversees all accident investigations to include “near misses” and coordinates with the Town’s Safety and Risk Manager to provide documentation and incorporates lessons learned into monthly safety meetings.
- Coordinates department safety meetings and develops appropriate and engaging material. Tracks safety metrics and makes recommendation to the Operations.
- Manager for changes on work methods and procedures that would enhance safety.
- Assists the Operations and Technical Services Manager and fills-in as a supervisor during periods of extended absences.
- Supports after-hours on-call as needed in a training and advisory role for complex situations.
- Performs other related duties as required.
- Considerable experience at the Electric Crew Field Supervisor level.
- Considerable knowledge of the standard techniques and practices used in power line construction and maintenance work.
- Considerable knowledge of the use and care of all tools, equipment, and supplies used in power distribution work.
- Considerable knowledge of the hazards and safety precautions and rules and regulations applicable to the electric utility industry including ANSI-ASTM standards, OSHA regulations and other applicable rules and regulations.
- Advanced knowledge in electrical theory as it relates to powerline distribution work.
- Working knowledge of the application of information technology to the work.
- Skill in teamwork, collaborative conflict resolution and customer service excellence.
- Ability to operate a bucket truck, climb poles safely and work efficiently.
- Ability to work on high voltage lines and to take precautionary measures to avoid accidents.
- Ability to respond to emergency situations in a fast and efficient manner.
- Ability to make sound judgments during times of stress and in all weather conditions.
- Ability to effectively present training materials and communicate effectively with line personnel both in classroom environments and in the field.
- Ability to maintain detailed records and communicate effectively in writing.
- Ability to establish and maintain effective work relationships with supervisors, coworkers and the general public.
Graduation from High School or GED supplemented by completion of a designated Journeyman Level IV line worker career training program, and a minimum of five years of experience, including considerable supervisory experience related to electrical distribution system work and training less-skilled personnel in both classroom and field environments.
Possession of and the ability to maintain a valid North Carolina class “A” commercial driver’s
license.
Journey Level Line Technician certification from Electricities.
