WHAT YOU WILL BE DOING:
An employee in this class inspects residential and commercial construction and installation work in progress to enforce State codes for buildings construction and installation including the four trade areas of building, plumbing, electrical, and mechanical codes; inspections also include inspection for provisions required by Planning regulations. Work involves frequent field checks in the Town to inspect construction work in various stages of completion. Technical judgment is required to interpret provisions of the codes as applied to practical construction projects and circumstances. The employee is subject to inside and outside environmental conditions and extremely hot and cold temperatures. Work is also subject to noise and dusts. Tact, courtesy, and firmness must be exercised in dealing with contractors and the general public. Work is performed under the general supervision of the Code Enforcement Supervisor and is evaluated through observation, review of reports and records, and contractor and citizen reactions

Building Code Official Apprentice ($57,031.62 - $69,868.19)
Building Code Official I ($59,883.20 - $73,361.60)

An incumbent in this position may be designated as a Building Code Official Apprentice, Building Official I, II, or III dependent upon the qualification experience and knowledge of the selected applicant.
A SAMPLE OF THE ESSENTIALS:
General for all levels:
- Advises contractors in interpreting and applying code regulations.
- Notifies responsible parties of defects and re-inspects to determine if corrective actions have been taken; issues stop orders if necessary.
- Maintains records of inspections and prepares necessary reports;
- Completes daily log reports – Level I, II, and III only.
- Develops and maintains positive working relationship with citizens, builders, developers and Town officials.
Apprentice and Building Code Official I - ONLY
- Reads site plans, blue prints, and specifications to ensure one- and two-family dwellings and townhouse plans are compliant with state building codes and local ordinances
- Inspects single-family-dwelling and townhome construction for compliance with building, electrical, plumbing, and mechanical codes and planning requirements.
- Explains results to homeowners following completion of inspection, either on site or when contacted by the homeowner.
Building Code Official II and Building Code Official III - ONLY
- Inspects building construction for compliance with building, electrical, plumbing, and mechanical codes and planning requirements; inspections may include both residential and larger, commercial and/or industrial and multi-story buildings.
- Recommends judicial actions and may be required to testify in court against violators of the State building code.
- Issue stop work orders and orders to comply.
- Explains results to homeowners and business owners following completion of inspection, either on site or when contacted by the owner or builder.
Building code Official II - ONLY
- Reads and Reviews site plans, blue prints, and specifications to ensure one and two family, townhouses and commercial plans are compliant with state building codes and local ordinances
- May be assigned to assist in training and orienting new employees
Building Code Official III - ONLY
- Reads and Reviews site plans, blue prints, and specifications to ensure construction plans are compliant with state building codes and local ordinances.
- Assists in training other inspectors
KNOWLEDGE, SKILLS AND ABILITIES:
General for ALL levels:
- Ability to establish and maintain effective working relationships with building contractors, engineers, homeowners, and the general public.
- Ability to enforce regulations tactfully and firmly
- Ability to establish and maintain accurate and thorough records.
- Ability to use computers and tablets to complete inspections.
Apprentice - ONLY
- Knowledge of State building codes and local ordinances as applied to assigned building construction inspections.
- Ability in interpretation of building codes and in their application to specific situations.
- Ability reading and interpreting plans and specifications.
Building Code Official I - ONLY
- Considerable knowledge of State building codes and local ordinances as applied to assigned building construction inspections.

Apprentice and Building Code Official I - ONLY
- General working knowledge of construction and installations in one and two family-dwellings and townhouses.
Building Code Official II and Building Code Official III - ONLY
- Thorough knowledge of State codes and local ordinances as applied to assigned construction project for inspection.
- Advanced working knowledge of construction and the building, mechanical, plumbing and electrical trades.
- Experience in interpretation of codes and in their application to specific situations.
- Experience in reading and interpreting plans and specifications.
- Experience in collaborative conflict resolution
General for all levels:
- Possession of a valid North Carolina driver's license.
Apprentice - ONLY
- Graduation from high school supplemented by trade school coursework in building construction trades and the ability to obtain probationary level certificates upon hire.
- Achieve certification at Level I in building, plumbing, mechanical and electric within a three-year period as required by Town management.
Building Code Official I - ONLY
- Graduation from high school supplemented by trade school coursework in building construction trades and considerable experience in construction trades work; or equivalent combination of education and experience and ability to obtain probationary level certificates upon hire.
- Achieve certification at Level I in building, plumbing, mechanical and electric within a three-year period as required by Town management.
Building code Official II - ONLY
- 3-5 years of experience as Code Official or 10 years of a combination of construction education and experience.
- Possess State certification at standard Level II in building, plumbing, mechanical and electric as required by Town management.
Building Code Official III - ONLY
- 3-5 years of experience as Code Official or 10 years of a combination of construction education and experience.
- Possess State certification at standard Level III in building, plumbing, mechanical and electric as required by Town management.
