JOB SUMMARY
The Estimating Manager provides direction and deadlines to their team in order to deliver accurate and timely estimates and ensure profitability on major, high-risk projects with multi-million-dollar budgets involving local, state and federal contracts with key clients.
The Civil Construction Estimating Manager uses professional and technical knowledge in generating bids, while training and delegating various tasks to professional staff. As a manager, s/he not only delegates tasks, but also trains, mentors and develops civil engineers; establishes deadlines and goals; motivates team; rewards or disciplines. S/he will recommend hires, raises and discipline.
S/he will review specifications, blueprints/drawings; applies federal, state and local requirements to generate project estimates using estimating and other industry-specific software; leverage historical data on labor, materials, equipment and other factors used to generate total cost estimates; interact with actual and prospective clients to develop, improve and maintain improve business relationships; and understand clients needs and provides creative, cost-effective, safe solutions to solve clients challenges.
RESPONSIBILITIES
Responsibilities include but are not limited to the following (other tasks and duties may be assigned):
SUPERVISORY & BUSINESS DEVELOPMENT:
o Explains and trains others on digital and printed plans, specifications and related construction documents; linear, area and volumetric take-off; methods; analysis; software utilization.
o Provides appropriate, constructive feedback to team on performance.
o Schedules staff and tasks; assigns appropriate staff to handle work demands.
o Prioritizes work to meet broader estimating schedule as provided by Chief Estimator.
o Provides progress reports to senior management; reviews teams work for accuracy.
o Coaches employees to achieve high-level performance.
o Recommends personnel decisions according to company policy (salary, hire, fire, promotion, demotion, transfer).
o Effectively builds and maintains client relationships with clients, as well as with vendors and subcontractors.
o Establishes new relationships with clients, vendors and subcontractors.
o Partners with clients and provides preliminary site alternatives and budgeting.
o Through subordinate professional staff, ensures high-accuracy, detailed estimates are created that comply with bid requirements and company guidelines.
o Manages own time and that of subordinates.
o Trains, manages, develops her/his team.
TECHNICAL & PROFESSIONAL:
o Reads and understands digital and printed plans, specifications, and related documents.
o Performs quantity take-offs (volumetric, linear, area) from plans for earthwork and utilities.
o Collects and reviews pricing from vendors and subcontractors, making initial decisions on construction partners (vendors/subcontractors); applies knowledge of regulations and requirements to verify subcontractor and vendor compliance with specifications/plans.
o Uses historical database of project performance to ensure take-off quantities are realistic.
o Meets daily with Estimators to review scope of work (SOW), sequence of construction, gather updates on take-off process and progress, ensure bids are documented and records are accurate/complete.
QUALIFICATIONS & REQUIREMENTS
4-year degree in civil engineering or construction management 5 years of civil construction estimating and/or engineering experience 1 year of supervisory experience in heavy civil construction.
Has excellent interpersonal and communication skills, including conflict management.
Works collaboratively and cooperatively in a team setting, both as a teammate and as a leader.
Proficient with Windows, web browsers and MS-Office (Word, Excel, Outlook, Powerpoint).
Proficient with Civil Estimating Software: Heavy Bid, Agtek, ACTIVE Takeoff (or similar).
Meets strict deadlines in a high-volume business environment.
Able to use office equipment: fax/scanner/printer/copier, telephone (cell/desktop), PC or tablet.
Willing to sign a confidentiality agreement.
Has/gets valid drivers license and an acceptable motor vehicle record. NOTE: A satisfactory background check may be required.

Business Development & Customer Service Builds and maintains relationships; resolves conflict professionally and negotiates positive outcomes for the business and clients. Understands clients needs and expectations.
