Short Description
The State of Ohio (ODNR – Division of Oil & Gas) is seeking a Product Specialist 5 (PS5) with strong expertise in MS Access, SQL Server (T-SQL), Stored Procedures, Triggers, ETL, OnBase, Visio, Agile/Scrum, and Azure DevOps (ADO). The consultant will act as a Technical SME and support modernization of the RICS system while helping sunset the legacy RBDMS system.
Responsibilities
Function as the Technical SME for enterprise-wide systems.
Diagnose and resolve bi-directional sync issues between RICS & RBDMS.
Develop Stored Procedures, Triggers, Cleanup SQL scripts, and support sync processes.
Build & enhance ETL pipelines between systems.
Troubleshoot OnBase taxonomy and migrate legacy documents.
Act as Proxy Product Owner—attend stand-ups, write features/user stories in ADO.
Lead testing & validation of RICS enhancements with business teams.
Document data sync flows using Visio.
Perform design reviews, impact assessments, defect severity evaluations.
Create documentation, training materials, and maintain high-quality standards.
Project Background
RICS: Modern Azure-hosted interface.
RBDMS: Legacy MS Access SQL Server backend still actively used.
Focus on data sync, enhancements, and sunsetting RBDMS.
Key Deliverables
Resolve RICS ↔ RBDMS sync issues.
Build roadmap to retire RBDMS functionalities.
Document features, user stories, and acceptance criteria in ADO.
Lead business validation of enhancements.
Manage and expand OnBase taxonomy.
