The Enterprise GIS Program Manager will provide strategic, technical, and programmatic leadership for enterprise geospatial initiatives supporting aviation, tunnels, bridges, marine ports, rail transit, corporate operations, and major capital programs.
Required qualifications include:
• Bachelor’s degree in GIS, Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline
• At least 10 years of progressively responsible experience leading enterprise GIS programs
• Extensive experience with Esri Enterprise technologies and enterprise GIS architecture
• Experience developing GIS strategies, governance frameworks, standards, roadmaps, and centralized geospatial data models
• Experience managing enterprise spatial databases and geospatial data governance programs
• Experience integrating GIS with enterprise asset management systems such as IBM Maximo, Infor, or comparable platforms
• Knowledge of BIM-to-GIS, CAD-to-GIS, LiDAR, cloud GIS architecture, and enterprise systems integration
• Strong leadership, stakeholder coordination, executive communication, and technical documentation capabilities
Experience with FME Enterprise, Power BI, Bentley, PeopleSoft, OpenShift, enterprise middleware, Linear Referencing Systems, Common Data Environments, Nearmap AI, utility networks, infrastructure asset inventories, or transportation agencies is highly desirable.
Candidates must be able to work regularly from the New York City office and should have experience supporting complex public infrastructure, transportation, aviation, ports, rail, roadway, bridge, utility, or asset-management programs.

Role Description The Enterprise GIS Program Manager – NY/NJ will oversee the planning, implementation, and governance of enterprise GIS solutions supporting regional infrastructure and transportation initiatives. This contract role is hybrid, based in Jersey City, NJ, with the flexibility to work from home for part of the schedule. Day-to-day responsibilities include managing GIS projects and portfolios, coordinating data integration across multiple stakeholders, and ensuring that spatial data supports strategic business and operational decisions. The person in this role will collaborate with engineering, planning, and IT teams to define GIS standards, maintain data quality, and develop dashboards, maps, and analytical tools for leadership and field operations. Additional duties may involve vendor and consultant coordination, documentation of GIS workflows and policies, training users on GIS platforms, and reporting on program performance, timelines, and risks.
Qualifications
- Strong program and project management abilities, including experience coordinating multiple GIS initiatives, timelines, budgets, and stakeholder expectations.
- Proficiency with enterprise GIS platforms and tools (e.g., Esri ArcGIS, ArcGIS Enterprise/Online, spatial databases) and experience integrating GIS with other enterprise systems.
- Demonstrated skills in spatial analysis, data modeling, and map production to support planning, operations, and strategic decision-making.
- Experience in infrastructure, transportation, urban planning, or related engineering environments, preferably within the NY/NJ region.
- Ability to develop and implement governance frameworks, standards, and best practices for data quality, security, and lifecycle management.
- Effective communication and collaboration skills, including the ability to translate technical concepts for non-technical stakeholders and lead cross-functional teams.
- Prior experience managing external vendors or consultants and coordinating with public agencies or large private clients.
- Bachelor’s degree in Geography, GIS, Engineering, Urban Planning, Computer Science, or a closely related field; an advanced degree or relevant certifications (e.g., GISP, PMP) are a plus.
- Proven ability to work in a hybrid environment, balancing onsite coordination in Jersey City, NJ with remote work while maintaining responsiveness and accountability.
