The Tobacco Prevention and Education Program (TPEP) Coordinator is an employee of Tillamook County Health and Human Services Department (HHS); includes the Community Health Center which provides medical, behavioral, dental, services and integrated Tillamook County Public Health and Environmental Health programs and services. HHS is a dynamic department with a fast-paced environment serving diverse populations. This position works in the Public Health section to reduce the burden of Tobacco Use in Tillamook County.

Required Qualifications (Minimum qualifications for this role)

Education
  • Bachelor's degree in public health, social work, sociology, psychology, or a related field.
  • Equivalent experience may be substituted for educational requirement. Amount of additional experience acceptable: An equivalent combination of education and experience.

Experience

  • One (1) year of responsible work experience in a related field.

OR 

  • An equivalent combination of education and experience.

Certifications or Licenses

  • At time of appointment, must possess a valid Oregon driver’s license and maintain an acceptable driving record.

Preferred Qualifications

  • Bilingual preferred

Other Qualifications

  • Must pass a pre-employment criminal history background investigation.

Duties assigned to this classification include, but are not limited to, the following examples.

  • Works at the Community and Systems levels to prevent and reduce tobacco use, promote smoke-free environments and communities, reduce the influence of tobacco product marketing, and encourage tobacco users to stop using tobacco products. 
  • Develops a biennial program plan and budget following guidelines provided by Oregon Health Authority.  Responsible for the implementation, tracking, and reporting requirements related to the program plan and budget.  Works closely with the State liaison in program planning and to ensure grant requirements are fulfilled and programs are aligned with funding requirements and evidence based best practices.
  • Develops and implements initiative and policies for tobacco prevention and cessation.  They do this by engaging with stakeholders and community-based organizations to collaborate in program, initiative, and policy planning. Including facilitating community meetings and workgroups.
  • Works in the area of population health as defined by their program assignment(s) or grant(s). They interact and convene community partners and resources as necessary to ensure the diverse health needs of our community are being met.  They collaborate with HSS staff, key stakeholders and coalitions for the development and advancement of health promotion programs, helping to ensure assigned programs are aligned with community health needs assessments and community health improvement plans. This position routinely attends multisector stakeholder meetings and works collaboratively with the Oregon Health Authority, the local coordinated care organization, and other community-based organizations.
  • Partners with other HHS staff and participates in coalitions and/or workgroups for the development and advancement of health promotion activities, including the development of systems, policies, and programs that impact community health and ensures the diverse health needs of the community are being met. 
  • Actively participates in grant writing by researching grant opportunities, conducting literature reviews, gathering data, and writing applications both independently and collaboratively as a member of the larger HHS team. They help ensure all assigned grant requirements are fulfilled, and programs are aligned with funding requirements and evidence-based best practices.

Works independently within a broad framework, managing a complex area of responsibility. The supervisor provides direction on overall goals, and performance is reviewed periodically based on outcomes and expected results.

Work environment
Everyday Risks/Discomforts: require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

Salary : $52,416 - $66,893
