The TikTok USDS Joint Venture Procurement Team is seeking a highly adaptable and hands-on Category Manager to lead our Professional Services portfolio. While your primary focus will be Professional Services (including Consulting, Legal, HR, Finance, and BPO), we are looking for an agile professional who is eager to learn new scopes and flexibly pivot to oversee other spend categories as business needs evolve.
This is a true "player-coach" role that requires a unique blend of strategic advisory and granular operational execution. You will act as a trusted partner to senior leadership while remaining directly involved in the full end-to-end Procure-to-Pay (P2P) process to ensure flawless delivery in a rapidly changing environment.
Responsibilities
- Cross-Category Management: Develop and execute comprehensive category plans for Professional Services. Demonstrate the flexibility to quickly learn and seamlessly transition into managing other indirect procurement categories as the organization scales and adapts.
- End-to-End Execution (P2P): Drive the absolute full lifecycle of procurement. This includes deeply hands-on execution: scoping business needs, drafting RFP packages, Statements of Work (SOWs), redlining contracts, creating Purchase Orders (POs), managing non-PO invoice coding, and ensuring timely fulfillment of orders to meet financial and project goals.
- High-Value Sourcing & Negotiation: Lead complex strategic sourcing initiatives (RFx) from the ground up. Negotiate SLAs, pricing structures, and risk-mitigating terms with service providers to maximize value, and ensure a diverse, sustainable vendor pool.
- Performance Metrics & Reporting: Define, track, and report on key procurement KPIs for the categories under your scope (e.g., PO cycle time, spend under management, % of competitive RFPs ) to demonstrate category value and operational efficiency to executive leadership.
- Exceptional Stakeholder Management: Serve as a trusted advisor to internal stakeholders. Translate complex business needs into actionable sourcing strategies, align cross-functional teams, and manage expectations through rapid organizational changes.
- Supplier & Risk Management: Perform full-service vendor onboarding and manage ongoing supplier performance through Quarterly Business Reviews (QBRs) and strict SLA tracking. Ensure all suppliers consistently execute on quality while strictly adhering to the JV regulatory requirements, data security protocols, and compliance standards.
- Process Excellence & Adaptability: Manage tight deadlines and adapt to changing requirements by driving efficiency in procurement workflows. Support the design and digitization of procurement workflows, identifying opportunities to automate and scale the company’s sourcing and contracting activities.
Qualifications
Minimum Qualifications
- Bachelor’s Degree in Business Administration, Supply Chain, Finance, or a related field.
- 5 years of procurement experience, with a strong background in Professional Services (Consulting, HR, Legal, BPO) and a proven ability to manage multiple indirect spend categories.
- Strong analytical acumen with the ability to dive deep into spend data, identify cost-saving trends, and build compelling, data-driven business cases to influence cross-functional stakeholders.
- Deep, hands-on experience managing the full Source-to-Pay workflow (scoping, sourcing, contracting, creating POs, resolving invoicing issues).
- Exceptional stakeholder engagement and influencing skills, with the ability to act as a trusted advisor to senior executives.
- Demonstrated ability to thrive in a fast-paced, high-matrixed environment, gracefully managing competing priorities and rapid changes in scope.
Preferred Qualifications
- MBA or professional certification (e.g., CPSM, CPM, or PMP).
- Experience in a "security-first" or highly regulated environment.
- Exceptional communication skills with the ability to present complex deals and recommendations to executive leadership.

The base salary range for this position in the selected city is $88000 - $190000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
