Job Summary

The SQL Developer II will play a key role in supporting the Institute for Health Innovation, Data Science, and Research (IHI-DSR) by designing, developing, and analyzing advanced database solutions. This position involves evaluating existing workflows, procedures, technologies, and data sources to identify opportunities for increased efficiency, cost reduction, and enhanced stakeholder support—including researchers, faculty, and students. The developer will create automated queries and functions to streamline operations and ensure data is effectively stored, retrieved, and manipulated to meet the institute’s evolving needs. This role also includes managing the Microsoft Azure Fabric environment and ensuring the security of clinical data in collaboration with the IT security team. Occasional evening work may be required.

Major Responsibilities/Duties/Critical Tasks

  • Design, code, and test reports, queries, processes, and programs according to technical specifications.
  • Maintain the overall health of supported databases and database systems, including high availability, backup, space allocation, security protocols, integrity, security, and efficiency.
  • Manage and maintain the Microsoft Azure Fabric environment, including deployment, monitoring, scaling, and troubleshooting of cloud-based database solutions.
  • Oversee the security and integrity of clinical data, ensuring compliance with institutional, state, and federal regulations (e.g., HIPAA), in collaboration with the IT security team.
  • Work with users and other IT staff to perform troubleshooting as needed.
  • Acquire, integrate, and extract data from existing internal and/or external data sources as required to meet regulatory, institution, and user needs.
  • Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality.
  • Serve as lead for various projects and assignments with functional staff and other departments, analysts, and developers.
  • Provide on-going technical support for the department.
  • Facilitate updates and upgrades for vendor software.
  • Required maintain knowledge on current on future pertinent technologies.
  • Identify and research new features that can be used in development or for functional staff.
  • Other duties as assigned.

Required Education/Experience

  • Bachelor's degree with an emphasis in data science, computer science or informatics.
  • Four (4) years of related experience.
  • May accept a combination of education and experience.

Preferred Education/Experience

  • Master’s degree with an emphasis in data science, computer science or informatics.
  • Experience in healthcare systems, focused on technical and analytic development.
  • Experience leading project development, and/or scripting languages.
  • Experience with cloud-based solutions like Azure SQL Database and Azure Fabric.
  • Experience with clinical data management and security.

Preferred Certifications/Licenses

  • Microsoft Certified: Azure Database Administrator Associate or similar.
  • SQL certified.
  • Epic certified

Accompanying Knowledge, Skills, Abilities and Competencies

  • Advanced understanding of relational databases.
  • Proficient understanding of new Microsoft systems infrastructure.
  • Demonstrated experience and advanced skills using a variety of software, database and data analysis tools.
  • Advanced skills in writing queries and scripts using common tools such as SAS, R, SQL Developer, SQL Server Reporting Services (SSRS) or similar tools.
  • Comprehensive understanding of indexing, normalization, and relational database principles.
  • Ability to learn and work with multiple programming languages while researching technical solutions and solving coding challenges.
  • Extensive customer service skills, both in person and over the phone.
  • Strong analytical, critical and problem-solving skills to identify and resolve issues efficiently.
  • Detail-oriented with the ability to manage multiple responsibilities effectively with a demonstrated record of completing assignments.
  • Excellent oral and written communication skills with the ability to communicate complex information to an audience in an understandable manner.
  • Respond flexibly and positively in all circumstances, working calmly under pressure.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.

This position is security-sensitive and subject to Texas Education Code Section 51.215, which authorizes the employer to obtain criminal history record information. Applicants selected must be able to show proof of eligibility to work in the United States by time of hire.
