The State of New Hampshire, Department of Safety, Division of State Police has a part-time vacancy for Records Information Services Assistant (Program Assistant II). This position is part-time, may not exceed 29.5 hours per week and does not offer insurance benefits.

SUMMARY: Performs paraprofessional duties to assist supervisors with the implementation of efficient processing of Criminal Record History Information (CHRI) requests by ensuring accuracy and compliance of criminal justice information in support of the Record Information Services Unit within the Division of State Police. Performs comprehensive review of applicant eligibility and related transactions for the Criminal Records, Sex Offender Registry, and Permits and Licensing units.

YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Equivalent combination of 3 years of education and experience after completion of high school. Education and experience must be in business administration, public administration, criminal justice, research, reviewing data, program support, administrative support, or customer service.

License/Certification : None required.

OTHER REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

*TRAINEE OPTION : Candidates with an equivalent combination of 2 years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

AFTER HIRE REQUIREMENTS: Must possess or be able to obtain State Police On-Line Telecommunications System (SPOTS) certification within 90 days of hire.

RESPONSIBILITIES:

Conducts advanced research into criminal history record information and applies knowledge of Federal and State rules, regulations and statutes to determine the timely approval or denial of requests for various licenses, permits and privilege requests, to properly identifying potential aliases to determine whether the applicant has previously utilized another name or identity to ensure an accurate and complete record is compiled and released to the requestor. Gathers, compiles and presents a report of findings to the supervisor in denial cases for final decision-making.

Captures and scans TenPrint cards into AFIS and performs quality control on the minutia of electronically received TenPrints from LiveScan stations. Reviews TenPrint demographic data for completeness and entry into the NH Central Repository database. Conducts searches of TenPrint data for purposes of establishing questionable identity of individuals, and assists appropriate criminal justice agencies for further research.

Assists the Sex Offender Registry with a variety of duties, including but not limited to; processing offender’s annual fees at the customer service counter, assisting the paralegal in resolving complex reciprocity tier scenarios, and assisting local police departments with non-compliance investigations.

Communicates with Federal Firearms Licensees (FFLs) to make notification of inquiry results and provide guidance on procedures and policies. Liaises between FFLs, the Federal Bureau of Investigation: National Instant Check System (FBI NICS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) regarding licensing issues, licenses to sell and related compliance matters.

Receives, reviews and processes authorized requests to release criminal history record information, ensuring compliance with current laws, administrative rules, and state and federal requirements; collects appropriate fee where applicable. Explains state statues, Code of Federal Regulations (CFRs), rules and state and federal policies and procedures to individuals seeking criminal records reports. Manages caseloads in a manner to ensure adherence to required timeframes, including cooperating with coworkers to exchange information allowing for continuity of processing functions.

Conducts background investigations for all potential employees for civilian positions within the Justice Information Bureau at the direction of the JIB Commander through the Recruitment and Training Unit and provides determination if applicant is eligible for employment.

Corresponds with state, local and federal law enforcement agencies and courts to request additional information such as court dockets, indictments, arrest reports, criminal history, driver license records and open dispositions to establish complete and official records on an individual. As needed, follows up to determine the court of jurisdiction findings of a case to ensure accuracy and completeness of information to be disseminated.

Maintains working relationships with state personnel, law enforcement agencies, federal law enforcement such as Federal Bureau of Investigation and Alcohol, Tobacco and Firearms agency to ensure efficient and accurate communication. Builds and maintains a complete understanding of State and Federal laws, requirements and disqualifiers.

Coordinates with leadership on the development and maintenance of special projects for the unit. Assists supervisors with evaluating and developing training programs and manuals for the processing of transactions and conducts informational and operational training for staff members as needed. Assist in the development of operational policies and procedures to establish best practices.

Coordinates with the Business Office to investigate and reconcile complex refund and overpayment scenarios for all units within the Justice of Information Bureau.
