The State of New Hampshire, Business Relationship Management Division - Police Standards & Training Council has a full-time vacancy for IT Manager II/Law Enforcement IT Specialist.
Summary :
This role serves as the primary liaison between the Police Standards and Training Council (PSTC) and the State of NH Department of Information Technology (DoIT). This position will be responsible for planning, managing, overseeing, and coordinating enterprise and agency-specific information technology projects, in partnership with the PSTC management, in support of the mission and daily operations of the agency, and involves performing IT operational analysis and evaluations of various technology systems. Key responsibilities include brokering DoIT services and coordinating DoIT support to the agency for business and technology needs.
YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 6.5 years of experience OR equivalent combination of 10.5 years of education and experience after completion of high school. Education and experience must be in information technology or data management, 2 years of which must have been in a supervisory capacity.
License/Certification: Driver’s License and access to transportation

Responsibilities:
Works in concert with the DoIT, acting as the agency liaison between DoIT staff, the PSTC user community, and vendors. Organizes and participates in meetings, seminars, trainings, and other events to provide and/or receive information relevant to law enforcement technical training programs and equipment and prepares the agency information technology plan in collaboration with PSTC leadership.
Provides skilled technical support and training to users of PSTC focused platforms and programs, performs troubleshooting and investigating to develop resolutions for hardware and software issues related to audio/visual systems and imparts technical direction in the development, coordination and implementation of the PSTC communications infrastructure.
Researches, recommends, and implements acquisitions of all necessary resources, including hardware, software and systems for PSTC. Analyzes existing business processes and procedures, and works with PSTC Directors and management on improved approaches, appropriate technological business solutions and implementations of IT services, resources, and support of the PSTC environment.
Develops, monitors and administers PSTC information technology budget and funding for related projects; including the coordination and management of necessary project resources, project schedules, issue logs, risk assessment, metrics and status reports.
Responsible for ensuring compliance of all State IT policies and procedures. Assist agency with development and enforcement of agency IT policies and procedures as they relate to the operation, security, and use of agency applications, systems, and business solutions.
Develops and maintains positive relationships with vendors, stakeholders, and external partners. Coordinates with agency partners to align IT initiatives with business goals. Aid the agency in the development of Technology-based contracts and RFPs, to include technology relevance, data privacy and security.
Coordinates with the internal DoIT divisions for set-up and installation services for PCs, printers, phones, laptops, tablets, and hand-held communications devices. This also includes coordinating the installation and upgrades of hardware and software with DoIT team members and conducts tests to ensure proper system operations. Performs troubleshooting activities to isolate, diagnose, and correct common computer, computer equipment applications, and network issues.
Communicates with users to evaluate system performance, makes recommendations for alternative hardware, and starts formal requests for hardware and software required for effective PSTC systems operations.
Oversees user access to PSTC information systems and Wi-Fi network. Maintains technology connectivity to simulation equipment, digital presentation, and audio-visual systems. Coordinates service calls with relevant vendors to resolve problems with various IT, A/V, and VR equipment.
