The State of New Hampshire, Department of Safety, Division of Emergency Services and Communications has a full-time vacancy for Community Relationship Specialist.
SUMMARY: Serves as a main liaison in the promotion of statewide interest in emergency communications and services among communities including, but not limited to, public alert and warning systems, emergency service zones for E911 call routing, FEMA Emergency Service Function 2 (ESF2), and caller location services. Encourages the establishment of committees to promote, develop, coordinate and implement street re-naming, re-numbering, and mapping to meet the needs of public safety service providers in accordance with National Emergency Number Association (NENA) standards. Monitors community development and accomplishes quarterly updating of emergency database information.
YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in emergency communications, emergency response, emergency management, geographic information systems, data management, public relations, or a related field.
License/Certification: Valid driver’s license
Other Requirements: Must pass a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information
Trainee Option: Candidates with an equivalent combination of 4 years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

RESPONSIBILITIES:
Analyzes data and makes recommendations to municipalities for the standardization of their addresses in efforts to eliminate confusion during emergency responses. Performs auditing duties for compliance with National Emergency Number Association (NENA) guidelines and the State’s Master Street Addressing Guide (MSAG).
Acts as a main point-of-contact for municipality and public inquiries via phone, email, and in-person meetings with the purposes of generating, updating, and maintaining NH 9-1-1 mapping, addressing, and telephony data.
Supports dispatch agencies by being the point-of-contact for NH 9-1-1 mapping and emerging technologies. Provides guidance for technologies related to Voice Over IP (VoIP), cell phone based location determination, promotion of texted based communications, emergency notification systems, and school coverage analysis.
Researches changes in the law and best practices, develops and drafts documentation to comply with all state and federal laws pertaining to 9-1-1 (Kari’s Law, RSA 106H, NENA Standards).
Consults with state and local officials and private agencies to ensure coordination in the implementation of addressing and mapping concerning NH State statutes. Provides information and interpretation to other agencies and the public regarding NH 9-1-1 policies and procedures.
Works with authorized emergency personnel, government officials, dispatch agencies, and internal agency sections to schedule, coordinate and compile the necessary documentation to make emergency dispatching changes throughout all DESC systems as this data is used as the basis for E911 call routing.
Remains knowledgeable of current mapping systems and functionality in order to be able to speak authoritatively on the Divisions behalf. Makes formal presentations at conferences and delivers speeches regarding the mapping process for cities and towns throughout the state.
Provides the Emergency Operation Center (EOC) with essential Emergency Support Function 2 (ESF2) communication support including, training, monthly exercises, and staffing during activation.
Coordinates and assists communities and their Designated Authorized Officials with training and access to the New Hampshire Emergency Notification System (ENS), FEMA’s Integrated Public Alert & Warning System (IPAWS), and Homeland Security’s Government Emergency Telecommunications Service (GETS), and Wireless Priority Service (WPS).
Assists municipalities with address conversion projects by preparing documentation and ensuring that all necessary changes are made to the NH 9-1-1 databases. Coordinates address conversions with other organizations such as, but not limited to, the US Postal Service and local utility companies.
