The pay range for this position is $25.40 - $34.14 per hour

The State of New Hampshire, Department of Safety, Office of the Commissioner has a part-time vacancy for an Agency Investigator (Program Specialist III), SOC Title 13-1070 HUMAN RES WKRS-4. This position is part-time, which cannot exceed 29.5 hours per work week and does not offer insurance benefits.



SUMMARY: Performs fact-finding interviews of Department of Safety civilian employees. Interprets information gathered and analyzes state and agency policies and procedures to compile reports and recommendations for leadership for their use in decision-making.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience:

Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in business or public administration, human resources, criminal justice, or related field with work that included conducting investigations, legal activities, compliance review or a related investigatory experience.

License/Certification: Valid driver’s license for use in statewide travel.

Other Requirements:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Conducts and oversees fact-finding investigations to gather information used to determine the validity of a concern regarding a civilian employee within the Department of Safety and collaborates with the Human Resources Director and the Legal Unit for the duration of the investigation.

Analyzes state and agency policies to identify requirements, criteria and violations in order to develop line of questioning and to apply against information gathered for use in determining investigative actions.

Interviews individuals in a timely manner to ensure the accurate account of events and incidents being investigated. Determines witness lists and maintains thorough case notes and files.

Makes oral and written reports to leadership, or other appropriate authority, concerning investigation matters and recommends corrective action based on violation. Composes written warnings outlining concern and/or violation and presents to leadership.

Ensures compliance with all personnel rules including Chapter Per 1000 Investigations, Discipline and Non-Disciplinary Removal and applicable Collective Bargaining Agreements. Makes determinations on course of action and oversees proper and timely notifications to the employee.

Conducts background investigations to aid in the selection process for new hires and for promotional opportunities for civilian employees; compiles personal information and reports findings to hiring managers.

Participates in mediation activities to assist supervisors with communication and performance improvement planning.

Researches, reviews and develops policies and procedures to implement agency standards related to the management of disciplinary review and actions.

Provides training, presentations and guidance to agency managers on the proper methods and procedures required to investigate concerns, violations or misconduct.
