Substance Use Services Program Lead (DWI Assessments ADETS/Prime For Life SAIOP/SACOT)

Who We Are
TSGBH is expanding substance use services across North Carolina with a high-standard, compliance-driven approach. We are building a structured program that runs on clear processes, audit-ready documentation, and consistent service delivery—so clients get what they need and the agency stays in good standing.
Role Summary (Lead Role First)
We’re hiring a Substance Use Services Program Lead to help build, stabilize, and grow our substance use service line. This is a leadership role for someone who can own the lane—client flow, referrals, operations, compliance, and delivery.
This is not a “clock in and coast” position. We need a builder: someone who creates structure, strengthens relationships, and increases volume the right way.
What You’ll Lead
1) DWI Services (Immediate Need — Assessments Compliance)
You will conduct NC DWI substance use assessments and complete all required documentation accurately and on time. DWI assessments include a required clinical interview and must be delivered in a compliant manner (TSGBH will train you on workflow and internal requirements).
Key responsibilities include:
- Complete DWI assessments and clinical documentation with strong quality and timeliness
- Follow required DWI documentation and reporting steps (including 508-R / e-508 workflow and related compliance steps)
- Maintain audit-ready records and respond quickly to correction requests
- Support relationship-building with referral sources (courts, attorneys, providers, community partners)
Important note on remote/telehealth: TSGBH may offer certain DWI services via telehealth only under approved DHHS DWI telehealth processes and required consent (and when permitted by program rules). (NC DHHS)
2) ADETS / Prime For Life (Growth Track — Build It With Us)
We are actively building toward offering ADETS using Prime For Life. This role must be able to help TSGBH launch and deliver ADETS consistently (not occasionally). Agencies offering Assessment ADETS must have a certified ADETS instructor or someone Prime For Life–trained and eligible to become an ADETS instructor, and be able to provide ADETS regularly.
You will:
- Deliver structured ADETS classes and maintain required attendance/completion records
- Follow curriculum and scheduling rules (ADETS includes at least 16 hours of classroom instruction; no single class session is held for more than 3 hours in a day/evening, excluding breaks)
- Help build program consistency, readiness, and enrollment flow
3) SAIOP / SACOT (Program Operations Growth)
This is the program growth lane—building census, creating group flow, and ensuring consistent operations.
You will:
- Help grow the program through referral development (courts, attorneys, probation, reentry programs, providers, MCO connections, community partners)
- Support enrollment workflow, retention efforts, and group scheduling
- Facilitate groups and/or help oversee operations depending on credentials and final staffing structure
- Maintain documentation and ensure services run consistently and compliantly
Time requirements (state/program minimums):
- SAIOP: must meet minimum operating-hour requirements (commonly structured in 3-hour blocks across at least 3 days/week as census supports)
- SACOT: higher-intensity schedule requirements (program-level minimums apply and require consistent weekly operating hours)
TSGBH scheduling expectation: because many clients are working adults, group services are often scheduled in evening blocks (example: 3 evenings/week in 3-hour blocks), with a weekend option as census grows.
Required Credentials (Must Qualify)
Because this role includes DWI ADETS higher-level program operations, applicants must hold credentials that legally qualify them for the service lane(s) they will deliver.
DWI Assessments
DWI assessment delivery requires qualified personnel and compliant delivery (including the required clinical interview).
Applicants must meet NC DWI qualification requirements (TSGBH will verify eligibility at screening).
Strong preference: LCAS (ideal for program leadership operations)
ADETS Instruction (Prime For Life)
- Certified ADETS Instructor, OR
- Completed Prime For Life New Instructor Training and eligible to become an ADETS instructor (TSGBH can support final steps as applicable).
ADETS instructors are certified through the DWI Services process.
SAIOP/SACOT Leadership
For the Program Lead level, we strongly prefer an applicant who can support program oversight compliant operations as census grows.

- Confidence working with court-involved and justice-impacted populations
- Comfortable with outreach, partnerships, and community-facing representation
Compensation
Competitive pay based on credentials and scope (leadership coverage, assessments, instruction, and/or group delivery). Compensation structure may include a mix of hourly per-assessment/per-class rates depending on role design.
