Job Summary
We are seeking an experienced Engineering Manager to lead the engineering team for a process manufacturing facility. This position oversees capital projects, budgets, and engineering operations while ensuring compliance with all regulatory and Process Safety Management (PSM) requirements. The role involves managing large turnaround projects, process improvements, and cross-functional collaboration with operations, maintenance, and EH&S teams.
Reports to: General Manager – El Dorado
Team: 5 members (4 direct reports: 2 Project Managers, 1 Sr Project Manager, 1 Project Engineer; 1 Document Control Specialist reports indirectly)
Key Responsibilities
- Provide production, process, and project engineering oversight to drive facility performance as a low-cost, high-quality operator.
- Lead technical engineering efforts, ensuring project execution and plant improvements meet business goals.
- Manage a staff of 4–6 engineers, project managers, and document control personnel.
- Maintain and improve site process safety information, including pipe specifications, API requirements, pressure vessel codes, etc.
- Ensure compliance with all regulatory requirements, including air, water, solid waste permits, and PSM.
- Manage Process Hazard Analyses (PHA), Management of Change (MOC), corrective and preventive actions (CAPA), and Process Safety Information (PSI).
- Support incident investigations, root cause analyses, and reliability initiatives.
- Partner with operations and maintenance teams to develop capital project scopes.
- Develop, maintain, and track project schedules, ensuring timely and on-budget execution.
- Manage engineering budgets and department resources.
- Oversee project engineers, contractors, and equipment vendors as needed.
- Build strong relationships with facility personnel, subcontractors, and suppliers.
- Participate in budget, status, management team, and consultant meetings.
- Travel as required to support facility operations.
Required Qualifications
- BS in Engineering (ABET-accredited), preferably Chemical or Mechanical; advanced degree a plus.
- Minimum 10 years of engineering or operational leadership experience in process manufacturing, ideally PSM-regulated nitrogen-based facilities.
- Demonstrated experience managing capital projects, plant studies, and implementing process improvements impacting profitability, safety, and efficiency.
- Expertise across plant operations: instrumentation, electrical, piping, rotating equipment, and management.
- Proven ability to manage large teams and projects in a matrix organization.
- Strong interpersonal, organizational, and communication skills.
- Bias for action, sense of urgency, and commitment to high-quality results.
- Open, effective communicator who can inspire and engage diverse teams.
- Sensitive to and knowledgeable about proper procedures and regulatory compliance, particularly with government entities.
