Position Overview
We are seeking an experienced Cost Manager / Quantity Surveyor (QS) to support large-cap construction projects. This is a field-based project controls and cost position. The QS will carefully estimate costs, calculate material needs, map out project timelines, and liaise closely with all project teams to plan, monitor, and close out construction projects.
Day-to-Day Responsibilities
- Consult with clients to understand their project requirements.
- Conduct feasibility studies to vet proposed projects.
- Calculate quantities and costs for materials, labor, and timeframes.
- Prepare tender packages and contracts, including bills of quantities.
- Work with procurement or manage the RFP process through pre-bid qualification, bidder selection, RFP returns, bid leveling, and negotiation; prepare bid tabulations and recommendations to award (RTA).
- Collaborate with client contract managers and procurement specialists to resolve contractual matters.
- Support project managers with contract budgeting.
- Ensure all documentation is complete and accessible in the company repository, including contracts, sign-offs, and work papers.
- Provide advice on and interpretation of contract requirements.
- Monitor scope creep and scope changes.
- Coordinate with program/project managers to ensure contract requirements are fulfilled.
- Maintain current knowledge of relevant contractual procedures and practices.
- Work closely with project controls and finance teams to ensure CAPEX procurement aligns with cost tracking, forecasting, and reporting.
- Manage risk, value engineering, and cost control measures.
- Analyze repair and maintenance costs.
- Negotiate contracts and schedules.
- Oversee and value subcontractors’ work for payments.
- Ensure compliance with regulations and quality standards.
- Continually assess value for the client’s investment.
- Analyze outcomes and provide budget/progress reports.
- Advise on claims, disputes, and any contractual issues.
- Perform other duties as the supervisor may deem necessary.
Quantity Surveyor Responsibilities and Duties
- Prepare detailed cost estimates and budgets for construction projects.
- Measure and analyze project costs and quantities.
- Evaluate subcontractor and supplier quotes.
- Prepare contracts, change orders, and cost reports.
- Provide cost advice and support to project teams.
- Conduct value engineering and life cycle cost analyses.
Required Skills and Qualifications
- Bachelor’s degree in Quantity Surveying, Construction Management, or a related field.
- 5–10 years of experience as a Quantity Surveyor or Cost Manager on large-cap construction projects.
- Must be self-motivated, highly articulate, and have a clear, analytical approach to problem-solving and decision-making.
- Strong understanding of Microsoft Office (Excel preferred).
- Strong knowledge of construction law, regulations, and industry best practices.
- Experience with construction and project management software.
- Professional accreditation such as MRICS or equivalent is a plus.
- Strong network within the construction industry.
- Proficiency in procurement, contract negotiation, and risk/cost control measures.
- Excellent communication and interpersonal skills to interface with external engineering, architectural, and construction firms, suppliers, management teams, and client organizations.
- Thorough understanding of construction industry regulations, standards, and best practices.
- Exceptional mathematical, analytical, and problem-solving skills.
