Job Summary

The Site Safety and Health Officer (SSHO) is responsible for implementing, administering, and enforcing the Site-Specific Accident Prevention Plan (APP) on federal construction projects. The SSHO ensures full compliance with EM 385-1-1, OSHA regulations, contract specifications, and all applicable federal safety standards. The SSHO serves as the primary on-site safety authority and has the authority to stop work for safety violations or imminent danger conditions. This position requires full-time on-site presence whenever work is being performed and may not hold other assigned duties while serving as SSHO. Compensation will be commensurate with experience.

*Site locations may be San Antonio, El Paso or other location in Texas.

Roles and Responsibilities

  • Support site management’s requirement to safely deliver quality construction services in strict compliance with EM 385-1-1, contract specifications, and federal safety regulations
  • Administer and enforce the Site-Specific Accident Prevention Plan (APP) in accordance with USACE EM 385-1-1, including preparation, implementation, and maintenance of Activity Hazard Analyses (AHAs) / Job Hazard Analyses (JHAs), Site Safety and Health Plans, Fire Prevention and Emergency Action Plans, and Fall Protection and Confined Space Programs
  • Conduct and document initial site safety orientation for all employees and subcontractors
  • Conduct and document weekly safety meetings (Toolbox Talks)
  • Conduct and document daily AHA reviews with crews prior to commencement of work
  • Verify Competent Person training for high-risk activities
  • Provide EM 385-1-1 and OSHA compliance training
  • SSHO shall be on-site full-time when work is being performed and shall have no other assigned duties
  • SSHO shall have authority to stop work for safety violations or imminent danger conditions
  • Review and approve subcontractor safety programs prior to mobilization
  • Conduct daily documented safety inspections and hazard assessments of all work areas and immediately stop work for imminent danger conditions in accordance with EM 385 authority
  • Maintain inspection logs available for Government Quality Assurance (QA) review
  • Provide guidance for safety improvements and corrective actions
  • Lead and document all accident, incident, and near-miss investigations in accordance with EM 385 reporting requirements and submit required reports to the Contracting Officer (KO), COR, and Corporate Safety within required timelines
  • Ensure Root Cause Analysis (RCA) is completed and corrective actions are implemented and verified
  • Prepare and submit required federal documentation including ENG Form 3394 (Contractor Accident Report), OSHA 300/300A logs, Monthly Safety Reports, Safety Metrics (TRIR, DART), and deficiency tracking logs
  • Serve as primary liaison with the Government Safety Officer (GSO), Contracting Officer Representative (COR), and QA personnel for all safety matters
  • Attend preparatory and initial control phase meetings per Three-Phase Quality Control System requirements
  • Maintain OSHA 300/300A logs, AHA files, inspection records, training documentation, and submittal register compliance records in accordance with contract specifications and federal audit standards
  • Remain current on health and safety legislation and industry best practices and implement changes as required
  • Liaise with clients and other team organizations on health and safety matters
  • Perform other duties as assigned by the Corporate Health and Safety Officer (CHSO) or Project Manager

Qualifications and Education Requirements 

  • Certified as CHST or CSP by the Board of Certified Safety Professionals
  • Ten (10) years construction safety experience 
  • Authority to stop work
  • Minimum five (5) years documented experience as SSHO or Safety Manager on federal construction projects
  • Experience with USACE, NAVFAC, VA, or other DOD/DOW agency construction safety programs
  • Experience implementing EM 385-1-1 safety requirements on federal construction projects
  • Preferred experience with fall protection systems and training
  • OSHA 30-Hour Construction (29 CFR 1926)
  • Current First Aid/CPR/AED certification
  • Qualified SSHO per EM 385-1-1
  • Preferred certifications include USACE 24-hour Fall Protection Competent Person, 8-Hour Confined Space Competent Person, 40-Hour HAZWOPER, ASHE Health Care Constructor, and AHA Certified Health Care Constructor (CHC)

Required Skills and Abilities 

  • Ability to develop and implement Health and Safety policies, plans, and procedures
  • Demonstrated objective problem-solving and decision-making skills
  • Strong interpersonal skills
  • Proficiency in Microsoft Office software
  • Auditing skills and experience
  • Strong presentation, written, and oral communication skills suitable for large groups and executive staff
  • Continuing safety education and certifications preferred

Physical Requirements 

  • Work is performed on active federal construction sites and high-risk construction areas and may require compliance with base access protocols and security clearances
  • Intermittent sitting, standing, and walking with occasional bending, reaching, and lifting
