Job Summary
The General Accounting Clerk provides financial, administrative, and contract accounting support for federal construction projects. This position ensures accurate processing of invoices, labor hours, subcontractor payments, cost tracking, and documentation in compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and project-specific contract requirements. The Accounting Clerk supports financial integrity, audit readiness, and compliance with government cost principles while maintaining accurate and organized project records. This position is on-site and may be located at various project locations throughout the United States.
*Site locations may be San Antonio, El Paso or other location in Texas.
Roles and Responsibilities
- Review, verify, and process vendor and subcontractor invoices for accuracy and contract compliance
- Ensure invoices align with approved subcontracts, CLIN structure, and funding limitations
- Match invoices to purchase orders, receiving documentation, and subcontract modifications
- Track retainage, lien waivers, and certified payroll submissions
- Coordinate invoice approvals with the Project Manager and Corporate Accounting
- Assist in preparation of monthly progress billings including SF 1443, pay applications, or agency-specific billing formats
- Compile supporting documentation for cost-reimbursement or Time and Materials (T&M) billing when applicable
- Reconcile billed amounts against project cost reports
- Maintain billing logs and contract funding trackers
- Maintain job cost ledger and cost coding aligned with project Work Breakdown Structure (WBS) and CLIN structure
- Enter and reconcile labor hours, equipment charges, and material costs
- Assist with preparation of monthly cost reports, earned value tracking when applicable, and budget versus actual variance reports
- Monitor contract ceiling values and funding modifications
- Review timesheets for accuracy and proper labor category allocation
- Ensure labor classifications comply with applicable federal regulations
- Track certified payroll documentation
- Coordinate payroll reporting with corporate HR and payroll departments
- Assist with subcontract modification documentation and funding adjustments
- Maintain organized electronic and hard-copy contract files to ensure audit readiness
- Ensure documentation complies with FAR Part 31 cost principles
- Maintain organized records for invoices, modifications, funding actions, and payment approvals
- Assist with preparation of incurred cost submissions when applicable
- Track travel expenses and per diem in compliance with federal regulations
- Assist in preparation of financial data for project status meetings
- Maintain confidentiality of financial and contract-sensitive information
- Perform other related duties as assigned
Qualifications and Education Requirements
- High school diploma or equivalent required; Associate’s or Bachelor’s degree in Accounting or Business preferred
- Three (3) to five (5) years of accounting experience; federal or construction accounting experience preferred
- Working knowledge of FAR cost principles, construction progress billing, and subcontract payment processes
- Knowledge of CLIN-based funding structures
- Experience supporting USACE, NAVFAC, GSA, or DoD construction contracts preferred
- Proficiency in Microsoft Excel including pivot tables, reconciliations, and cost tracking
- Experience with accounting software such as Deltek, Unanet, Costpoint, QuickBooks, or similar ERP systems
- Superior attention to detail

- Proficiency with Microsoft Project and Microsoft 365
Physical Requirements
- Work is on active federal construction sites, including secure facilities and high-risk construction areas. May require compliance with base access protocols and security clearances.
- Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting.
- Exposure to weather such as heat, cold, noise, dust, dirt, chemicals, moving machinery, etc., which is typical of a construction site.
