Description

The One 23 Group is seeking a Financial Operations & Compliance Specialist to support CFO-led financial initiatives and perform hands-on government contracting finance activities across contract compliance, indirect rates, project accounting, billing, labor allocation, financial close support, forecasting, and reporting. This is a high-visibility role for a mid-level professional who combines a strong accounting foundation with the ability to analyze contract and business performance.

The Specialist will work closely with the CFO, Corporate Controller, Accounting, Program Control, Contracts, Human Resources, Project Managers, and company leadership. The role requires someone who can move comfortably between detailed financial data, government contract requirements, recurring accounting processes, and executive-level analysis while maintaining accurate, timely, and well-supported financial information.

Key Responsibilities

Government Contract Financial Compliance

  • Coordinate and prepare Incurred Cost Submission (ICS) schedules and supporting documentation, including indirect cost pool and allocation-base support, actual rate reconciliations, direct and indirect cost analysis, allowable and unallowable cost review, and required tie-outs.
  • Support the development, monitoring, and update of Provisional Billing Rates (PBRs) and calculate, monitor, and reconcile fringe, overhead, and G&A rates using actual and forecasted cost data.
  • Analyze indirect rate performance, cost pool trends, allocation bases, and contract impacts; identify emerging rate risks and support timely updates to forecasts and billing assumptions.
  • Maintain organized, audit-ready compliance workpapers, rate schedules, source documentation, submission calendars, and audit request trackers supporting ICS, PBRs, labor charging, cost allocations, billing, and other GovCon financial requirements.
  • Coordinate with Finance, Accounting, the Corporate Controller, Program Control, Contracts, and project teams to support DCAA, DCMA, customer, internal-control, and financial audit requests and ensure complete, traceable responses.

Accounting Operations & Financial Close Support

  • Support recurring accounting activities across the general ledger, accounts receivable, accounts payable, payroll, billing, and project accounting in coordination with Accounting and the Corporate Controller.
  • Assist in preparing journal entries, account reconciliations, accruals, reclassifications, month-end adjustments, and supporting schedules, and contribute to the timely completion of monthly financial close activities.
  • Support payroll processing and validate that labor costs are accurately recorded and allocated to the appropriate projects, contracts, tasks, and indirect charge codes in coordination with Human Resources and Accounting.
  • Maintain and review charge code structures, cost classifications, and allocation support to help ensure labor and expenses are properly classified between direct projects and indirect cost pools.
  • Assist with cash flow analysis, collections, billed and unbilled receivable reconciliations, financial reporting support, and recurring accounting or finance process improvements.

Contract Billing & Project Financial Management

  • Prepare, review, and support government contract invoicing for Cost Plus, Time & Materials (T&M), and Firm Fixed Price (FFP) contracts, including reconciliation of billed and unbilled amounts and visibility into funding and billing status.
  • Maintain accurate project, contract, funding, billing, labor category, and charge code information within Unanet to support accounting, invoicing, forecasting, compliance, and management reporting.
  • Monitor contract revenue, margin, labor and non-labor costs, subcontractor costs, funding, period of performance, burn rates, backlog, unbilled activity, and billing status; work with Program Control, Contracts, Project Managers, HR, and Accounting to resolve issues.
  • Support ETC/EAC inputs, contract forecasts, funding requirements, project-level variance analysis, and explanations of material changes in contract financial performance.
  • Identify financial trends, anomalies, data-quality issues, compliance concerns, and emerging contract risks and communicate them clearly to the CFO and appropriate business teams.

CFO Planning, Reporting & Process Improvement

  • Support annual budgeting, periodic reforecasting, and CFO-led financial planning through development of assumptions, schedules, budget-to-actual analyses, and financial models.
  • Prepare recurring analyses covering revenue, gross margin, contract profitability, indirect rate impacts, funding, backlog, burn rate, unbilled activity, cash flow considerations, and other key financial performance indicators.
  • Build and maintain executive-ready dashboards, schedules, briefing materials, and financial summaries that translate detailed financial data into clear business insights and actions.
  • Support cross-functional finance initiatives and process improvements that strengthen reporting consistency, forecasting accuracy, compliance readiness, data quality, and management visibility.

Required Qualifications

  • Bachelor's degree in Accounting, Finance, Business, or a related field.
  • Approximately 2-5 years of progressive accounting, financial analysis, project finance, program finance, contract finance, or related experience, preferably within a federal government contracting environment.
  • Hands-on experience with government contract accounting or finance, including exposure to contract billing, payroll and labor allocation, journal entries, account reconciliations, monthly close, project accounting, or related financial operations.
  • Working knowledge of Cost Plus, T&M, and FFP contract financial requirements, including indirect cost allocation, fringe/overhead/G&A rates, charge code structures, funding, billing, and project financial performance.
  • Experience supporting Incurred Cost Submissions, provisional billing rates, indirect rate analysis, DCAA/DCMA requests, or other government contract financial compliance activities.
  • Strong Excel, analytical, organizational, and problem-solving skills with the ability to build and explain reconciliations, workpapers, forecasts, reports, and financial analyses while managing multiple deadlines.
  • Ability to work effectively across Finance, Accounting, Program Control, Contracts, HR, Project Management, and executive leadership.

Preferred Qualifications

  • Experience working for a small or mid-sized federal government contractor.
  • Hands-on experience with Unanet or a comparable GovCon ERP/accounting system; direct Unanet experience is strongly preferred.
  • Working knowledge of FAR cost principles, DCAA accounting requirements, indirect rate structures, and government contract billing practices.
  • Familiarity with WAWF / PIEE and federal government invoicing processes.
  • Experience with contract funding, subcontractor costs, ETC/EAC support, backlog analysis, revenue forecasting, collections, or project financial reporting.
  • CPA, CMA, MBA, or another relevant professional credential is a plus but not required.
