The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Director Operating Budget. The position is located in the Office of the Chief Financial Officer (OCFO), Office of Budget and Planning (OBP), Operating Budget Division. The incumbent is responsible for providing budget formulation, execution, reporting and analysis, advice and technical assistance to the Deputy Chief Financial Officer (DCFO) and Associate DCFO (ADCFO) for Budget and Planning.
Additional duties include, but are not limited to:
- Directing and overseeing the planning, development, and implementation of OBP's operating budget formulation, forecasting, and execution.
- Interacting with agencies to provide guidance and assistance throughout the budget process; communicating with District stakeholders and being a champion of continuous improvement relative to operating budgetary issues.
- Assisting the DCFO and ADCFO with developing agency budget program goals, overseeing and managing the budget planning process.
- Providing advice to agencies' budgetary staff on appropriate budgetary actions to meet agency needs, explaining budget deviations, and corrective actions.
- Providing advice and assistance to financial and agency management on budgetary matters; and ensuring that designated program areas of the District's budget are balanced.
- Performs other related duties as assigned.
Minimum Qualifications: Eight (8) years of progressive experience performing duties and responsibilities such as: directing and overseeing all phases of a large-scale budget for a complex organization; serving as a technical authority and advisor on budget and financial concepts, principles and legislation; and ensuring compliance with policies and guidelines. In addition, at least two years of experience supervising and/or providing guidance to lower-level staff engaged in the total budget process. Bachelor’s or Master’s degree in economics, business, finance, accounting or related field preferred.
